Researchon The Problem Of River Sand Mining Treatment In H County From The Perspective Of Network Governance Theory

River sand mining is not a problem overnight,but with CCTV’s exposure of the ecological damage caused by illegal sand mining in Lushan county,Hena n province,This shows that the previous management model is not enough to s olve the present river sand mining problems.However,this appearance is also n ot honorable,it shows that China’s river sand mining treatment is in urgent need of good medicine.In this paper,under the background of national river regulation,H county,which has many common problems with the majority of sand mining control in China,is selected as the research object.The overall idea of this paper is to fir stly analyze the treatment statusand existing problems of river sand mining and t reatment in H county,and in the process of problem analysis,combine field inv estigation and visit to dig deep into the causes of current problems.Secondly,in the process of reflecting on the problems of river sand mining and control in H county,relevant theories of network governance are introduced.In combinatio n with many successful governance practices of network governance model in t he past,successful and effective experience methods are learned to combine the two organically.According to the analysis from the perspective of network theor y,It is concluded that the main reasons for the problems in river sand mining a nd control in H county are the lack of a reasonable and efficient management network,the difficulty in forming joint forces,unclear rights and responsibilities,a nd the need to improve the management ability.Finally,in view of the reasons analyzed from the perspective of network,c ountermeasures are proposed from the four aspects of optimizing the governance network,promoting the benign interaction of subjects,clarifying the responsibilit y of subjects and improving the governance ability.It is hoped that this study ca n provide a reference for the treatment of sand harvesting in similar rivers in Ch ina,and contribute to the realization of social ecological civilization and sustaina ble development.
