Since the reform and opening up,especially after China’s accession to the world trade organization,with the determination of the status of the world factory and the rapid expansion of China’s social power consumption,the investment and maintenance costs of power grid are increasing,which puts forward higher requirements for power grid investment evaluation.Facing the background of a new round of power system reform,grid investment pays more and more attention to the effectiveness of investment,and the demand for power grid investment remains strong.Therefore,the more the investment in power grid increases,the more power grid construction projects,the more urgent the need to enhance the scientific decision-making by introducing computer-aided decision-making.Life cycle costs(LCC)is based on the premise of achieving the project objectives and ensuring the reliability of power supply.It comprehensively considers all stages from the early stage to the retirement and decommissioning.From the perspective of maximizing the long-term benefits,LCC has become a concept and behavior decision-making method to minimize the whole cycle cost.Based on the whole process cost,this paper develops the investment comparison and selection system of power transmission and transformation equipment.1.This paper analyzes the functional requirements,and according to the actual situation,gives four functional requirements,which are scheme comparison and selection in planning and design stage,supplier comparison and selection in equipment procurement stage,overdue equipment decommissioning management and equipment account and fault management;describes relevant technologies,and determines the technical route adopted in this paper;introduces the common methods of LCC calculation,due to the sub item calculation method The calculation accuracy is high,which is suitable for the engineering with specific design.2.The LCC cost calculation model of power transmission and transformation equipment is constructed.The whole process of power transmission and transformation equipment is divided into early stage,medium-term and late stage.Inflation is introduced to modify and improve the LCC model to make it more accurate and innovative.An inflation rate prediction method based on fuzzy mathematics is proposed to predict the future inflation rate.In order to adapt to the current development situation and development direction of the power grid,this paper creates a new method The power supply reliability correction index is proposed,which considers the failure rate,equipment operation life and the number of equipment.3.According to the functional requirements,the design idea of the system is proposed,and the overall framework of the system is designed.The investment comparison and selection system is composed of application server,client and database.The system database is designed,and the E-R diagram related to the database of substation equipment and transmission equipment is given.The user login module,scheme comparison and selection module in planning and design stage,and suppliers in equipment procurement stage are designed The comparison and selection module,overdue equipment retirement management module,equipment account and fault management module are designed,and the implementation method is introduced.4.The system has the functions of design scheme comparison and selection,supplier comparison and selection,overdue equipment retirement management,equipment account and fault management;Aiming at the four sub modules of the system,four application examples are demonstrated and analyzed,which verifies the engineering application value of the power transmission and transformation investment scheme selection system based on LCC developed in this paper.
