Aroused by the huge power demand, the power construction step of electric power department in everyplace happens to coincide to quicken and the sum of electric power investment is in the accelerative ascension. Electric substation's investment and operation cost share a very important quotient in the whole investment of power system, so there is important economy value to carry on a research to the cost of electric substation's construction.Now our country's electric power industry apply overall Process Engineering cost management mode generally. This mode brings the whole realizing process which is from the project's start to the project's finish into the cost management, and the process starts with the phase of advice book and feasibility research and end at the project's finish and final accounts. This flow has had a very great progress comparing with the early budget control just to construction phase, but it does not include the management to the cost of the project's run and maintenance and not form a closed loop control process. The Life Cycle Costs(LCC) management sets out to explore from life cycle of the whole project, and emphasize particularly on confirming and controlling full cost of project's decision-making, design, construction, run and maintenance.Based on the characteristic of different phase's cost of electric substation, this paper proposed applying Life Cycle Costs(LCC) to carry on decision-making analysis to electric substation's construction. The main research works in this paper are as follows:â‘ The paper analyzed the content and characteristic of every part's cost of electric substation, confirmed the formula of electric substation's LCC and proposed a method which apply econometric method to got the cost formula. The paper also pointed out the amended method of LCC based runtime, annual interest rate and inflation rate.â‘¡The paper elaborated the meaning of analyzing LCC's sensitivity in electric substation's construction and proposed using susceptibility function and parameter's absolute value to confirm sensitivity of electric substation's LCC to each parameter. The paper apply econometric theory to propose the method that utilize the standard partial regression coefficient and partial regression square sum to analyze linearity regression cost formula's sensitivity.â‘¢The paper researched the benefit-cost analysis method. By analyzing the relationship between electric substation's LCC and reliability, the paper saw the reliability as the affair which should consider first and proposed idiographic formula to make benefit-cost analysis for electric substation's construction.â‘£Apply Life Cycle Costs(LCC) analytical method which the paper proposed, the paper analyzed and compared the distinctness between integrated automatic system and general protective system which a 220kV electric substation adopted and the analyzing result showed the validity of the method proposed in the paper.
