With the rapid development of the national economy, the pace of theconstruction of power facilities is accelerating. The Grid Company actively fulfilltheir social responsibilities, while maximized the economic and social environmentvalue. Therefore, the process of project cost management models we used not cannot fully meet the goal of maximizing the effectiveness of the cost control of theelectric power enterprises.Life Cycle Cost (LCC) management is a method which minimised the cost ofthe life cycle. It is starting from the entire life cycle of the project, focusing on thecost control of project decision-making, design, construction, operation andmaintenance. The three major characteristics of Life-cycle cost management systemare the whole system, the full cost and the whole process,.Firstly, the article deconstructs the principle layer-by-layer in accordance withthe total life cycle cost of the substation’s engineering construction, which is thefoundation for the correct evaluation of substation engineering economy. Secondly,it introduced the three estimation methods of life-cycle costs of the substation whichare parametric method, synetic method, and artificial neural network method. Itdiscusses the technical and economic evaluation method and utility-cost analysiscommonly used. Proposed the data information system composition and dataacquisition norms for the substation engineering life cycle cost.Finally, it focuses on the application process based on the theory of life cyclecost of the main transformer selection and substation equipment maintenancestrategy selection. The main transformer optimization approach is based on thetheory of life cycle cost which considers the rate of load of the recovery cost of themain tansformer and proposed the process of selecting for the main transformercapacity and the number of units of it. This process proposed new direction ofchoosing capacity of the main tansoformer and simplified the process of choosing ofit greatly. The optimization method of the maintenance of the Substation equipmentis based on the theory of the life-cycle cost and the principle of the failure rate curve.It achieved through the evaluation of the status of the substationequipment.Innovativly proosed a new method of diagnosising of the substationequipment stateus: partial least squares regression analysis. Compared with thetraditional method, this method quantified the relationship between the characteristicquantities that reflect the state of the equipment and the grading parameters of it. Form which the influence degree of the characteristic quantities impact the states ofthe equipment can be abtained, thus is has a broad application prospects.
