Research On Application Of PMC Mode Carrying Out By Exploration And Design Enterprise In The Hydraulic Engineering

The PMC mode is a new type of contracting.It means that,in the previous design stage,the owner opts a project management enterprise to carry out project management integrally and in a whole process.The PMC contractor is generally a exploration and design enterprise,which acts as an extension of the owner’s management organization and represents the interests of the owner.The PMC has the advantages of streamlining the owner’s organization,promoting the integration of design and construction,improving construction efficiency,and reducing construction costs.In recent years,it has been carried out in the field of hydraulic engineering,but with the implementation of PMC projects,problems such as lack of national policies and regulations,late introduction of PMC,imperfect PMC organizational structure and management system and uneven risk and income of PMC contracts have arisen.Based on the books and theses with the theme of the PMC,this thesis analyzes the theses in the past 10 years of China by using data visualization analysis method,and researches and analyzes on the case of PMC project in China’s hydraulic engineering projects in recent years.Problems such as organization structure,management system and process,work interface,financing management,national regulations and policies and management system,immigration land acquisition,audit settlement in the PMC of water conservancy projects are very serious.This thesis analyzes these problems and uses project management theory to propose targeted solutions,such as the introduction period of PMC for water conservancy projects,the establishment of PMC three-level matrix organization structure,PMC management manual and work interface,etc.And this thesis puts forward suggestions for improving national regulations,policies,and management systems.Finally,this thesis uses a PMC project of hydraulic engineering project carried out by a exploration and design enterprise as a case to verify the solutions and suggestions,and draws conclusions that the relevant solutions are feasible.The research in this thesis provides some reference for project management of other PMC projects in the same field,and also provides some management ideas for some inexperienced PMC contractors.
