Water conservancy and hydropower engineering project investment problem has always been of concern. Water conservancy project has its own special characteristics:long construction period, high investment, complex technology and so on. Investment in water conservancy project costs from million to billion, and most of the investors are state or local governments, so the control and management of the water conservancy and hydropower project is very necessary for the impact of the national economy.This paper selects normal water level to be a point of hydropower engineering project investment problem. Normal water level is an important index of water conservancy project. It’s just a number, which affects the hydraulic structure size,electromechanical selection, submerged area compensation and many features of other indexes.It also affects the amount of investment of water conservancy project.Analysis of the effect on the root of the normal water level and these characteristics indexes, this paper sorting through the calculation formula of the design principles to seek for the relationship between normal water level and the characteristics indexes.After discovering the impact point, build a model of the normal water level and the characteristic indices. This paper has the models of normal water level with construction engineering inevstment, installation engineering investment, metal structure investment, construction of temporary facilities fee, independent fees,resettlement and environment investment. Which also build the models for normal water level of the dams and the cost(were established with the gravity dam and arch dam, the stone dam cost model), factory building cost, hydro turbine cost, hydro generator cost and so on. This paper also use an true example for testing the models,comparing model simulation results and actual results of analysis.Through a series of models in this paper, the investors can quckly decide choose the normal water level scheme for the project investment, and then on the basis of it for further analysis.
