With the era of the Internet of Things,cloud computing,artificial intelligence,big data and other digital technologies comprehensively leading and promoting the development of industrial economy,all industries actively respond to the construction of digital economy and digital China,and actively promote digital transformation.As a pillar industry,the electric power industry has been widely valued by countries around the world,and is related to the national economy and people’s livelihood.Informatization has gradually become the carrier of innovation and reform of electric power enterprises,and the related project performance evaluation has increasingly received more and more social attention.With the increase of project scale,multi-department cooperation is needed,and various problems inevitably appear in project management.In this case,organization-level project management plays a very important role in the stable operation of the enterprise.In recent years,domestic and foreign scholars have conducted more and more in-depth research on organizational level project performance.By establishing a scientific performance evaluation system to measure the collaborative management of departments and give optimization suggestions,so as to further improve the project management level.Research through the establishment of the project management office(PMO),to focus on the project and superior organization or customer overall business objectives between project or sub-project coordination plan,priority and implementation,and combined with the enterprise’s own business and industry characteristics,for the organization tailored project management process,training project manager team,establish project management information system,the enterprise project management advisory guidance,project management evaluation,and the enterprise project success rate to quickly improve,strictly implement the organization strategy has important theoretical and practical significance.In view of this,the research takes the information project of state-owned enterprise YG electric power enterprise as the research object,based on the perspective of organizational level PMO,conducts the comprehensive evaluation of 349 information project management of YG enterprise from 2017-2021,and improves and optimizes the original performance evaluation index system.first,From the organizational strategic needs,Summarize and analyze the current situation of project management performance and the main problems of enterprises from the organizational structure,project type and department type;next,The weights were determined by the entropy method,Based on the design of the current index system of the project,Using DEA-Malmquist model and Tobit model to deeply analyze the causes of problems in its existing performance evaluation system,Comprehensive evaluation of the efficiency and effect of the project evaluation;once more,Introducing the IMPA Delta project management maturity model,Reasonable design and process reengineering of the project selection and performance selection of the enterprise,Provide a guarantee for the rationality of the follow-up evaluation index selection;last,Based on the results of the previous evaluation and analysis,Fully learn from the balanced scorecard ideas,Introducing non-financial indicators,Optimize the design of the original YG enterprise project management performance evaluation system,And provides the optimized project management performance rating system and implementation guarantee suggestions.
