The rapid development of the city has not solved the previous urban problems one by one,but has brought a new round of urban challenges such as environmental pollution,traffic congestion,unbalanced and unreasonable allocation of urban facilities and resources in space,quantity and category.The equalization of urban public service facilities is a hot point of facility allocation that the urban construction and planning departments pay close attention to.However,equalization is not homogeneous.Under the uniform urban construction guidance and standardized facility allocation index,the construction of facilities only remains on the surface of the spatial layout,and no one cares about whether the actual use effect of facilities is suitable or not.This leads to the phenomenon that even after a large number of facilities are continuously built in the city,residents in some areas will still have inconvenience in life,poor use of facilities may even lead to vacancy and waste of the arranged facilities,while the facilities that residents expect to match are seriously lacking.The final reason is that the traditional top-down planning method is superior to the real needs of people in the common facility planning and design,and only the spatial design is carried out without considering the characteristics and needs of users,thus leading to the lack of certain pertinence in facility configuration.At present,"life-oriented" new urbanization construction is an important concept in China’s urban construction and development.The goal of urban construction has changed from incremental planning to stock planning.The construction of a livable city that is people-oriented and oriented to revitalize the urban space and increase the vitality of the city has become a top priority.From the perspective of micro-individuals,it is an effective way to build a livable city and improve the urban environment to fundamentally understand the spatial needs and characteristics of people’s travel activities and to study the interactive relationship between people’s life,production activities and urban space.At present,the life circle theory based on the time and space characteristics of residents’ daily activities provides a theoretical basis for bottom-up planning research.Based on the research of behavioral geography,the life circle theory divides the daily activities of different types and different travel distances into several circles according to the time when the behaviors occur and the distribution radius in geographic space.Shenyang also put forward the idea of building a 5-minute living circle and a 15-minute living circle in Hunnan District in 2018.Combining the temporal and spatial attributes of residents’ travel activities,this paper interprets the urban internal spatial structure and the layout of facilities from the temporal and spatial behavior characteristics of residents’ activities,finds the existing problems in the use of facilities based on the activity needs of specific groups of people,and puts forward reasonable construction suggestions for the allocation of facilities in specific areas,which is the main problem to be solved in this paper.From the perspective of college students and local residents in Shenyang,this paper analyzes and summarizes the construction of facilities in Sanhao Street college concentration area in Heping District of Shenyang,and further proposes the allocation strategy of service facilities in the university area in the city.Firstly,geographic information data(POI data)of various service facilities within the third ring road of Shenyang city are obtained by means of network capture.meanwhile,daily consumption,leisure and medical travel activity data of college students and local residents in Shenyang city’s college concentrated areas are collected and summarized by means of questionnaires on the spot and the network.the spatial distribution status of public service facilities is visually processed by means of ArcGIS,Excel and other tools,and the temporal and spatial characteristics of various daily travel activities of residents and college students groups are analyzed.Then,according to the time-space characteristics of daily travel activities and the distribution of current facilities,the daily travel behavior trajectory is simulated,and the basic life circle,daily life circle and opportunity life circle structure of Shenyang university concentrated area are initially constructed.Secondly,based on the distribution of facilities in the initially constructed living circle,the matching degree between the density distribution of current commercial facilities,leisure facilities and medical facilities and the density distribution of residential buildings is further analyzed and evaluated,and it is pointed out that the distribution of shopping and leisure service facilities in the university area is unbalanced.Then,based on the current life circle and the travel intentions of college students and local residents,an ideal life circle model within the Third Ring Road in Shenyang is constructed to find out the different targeted construction problems between the facilities configuration in the university area and those in other areas.Finally,according to the existing problems in the allocation of facilities and the guidance of ideal matching objectives,the paper puts forward suggestions on the allocation of service facilities in the university district.
