Research On Optimizing The Public Service Facility Plan In QiXinggang Road Of Yuzhong District Of Chongqing

"New normal" mainly refers to the stage of China's economic development,transferred form the incremental land denotative expansion to update stock land optimization.It directly affects the city life material carrier--city public service facilities planning.As the means of government to control public service,urban planning made quick adjustment to deal with the changing situation.Urban public service facilities controlled effective and rational,is also the inherent requirement of city governance,should be allocated effective to guarantee normal operation of the city and to make public resources available to maximize.As an opportunity to optimize urban public service facilities,urban renewal would bring changes to satisfy the residents' demands and enhance living quality.Based on urban planning perspective,this paper briefly reviewed the theory of public service facilities layout,which developed in the last century,and sums up the theory of public service facilities planning involved older districts,include life circle,location theories,new public service theory,Smart growth theory and so on.Then it presented the technology covers public service facilities planning standards,configuration method and supply mode as while as the problems of public service facilities in old districts.Combining former one as thesis' basic theories research and the three latter ones as technology research foundation,this paper focused on practice of public service facilities in Chongqing and concludes the further study in further: the optimization of public service facilities in old district of development of urban stock needs to be explored.The case study mainly talked about the transformation of public service facilities optimization measures and innovative ideas.Followed by Qixinggang sub-district in Chongqing as the empirical,I tried to focus on street-level and community-level facilities.These two as the crucial material carrier,is the basic protection of residents' life,which make direct reflection on city life.At first,I summed up the main characteristics of main residents,but also the overall status of cognitive streets.The three core points for the establishment of a comprehensive analysis were what the factors of the public service facilities planning in old city.My analysis model divided three parts: first one is the timely implementation of the planning assessment;second one is location influence;and last but not the least is the requirement characteristics.I conducted a questionnaire survey to get residenets' opinions and feedback,summarized the situation of planning of seven major public service facilities of Qixinggang area.The assessment of planning implementation comprehensively considered special planning,regulatory detailed planning and community planning.Then I got extant problems of the public service facilities planning in Qixinggang sub-district.Finally,based on theory resreach,technology research and case study,I proposed optimization strategies from two aspects of physical space and policy support to solve the specific problem.This paper attempted to complete a practice through study on the public service facilities planning optimization in Qixinggang sub-district,which actively rised to a new occasion in the stock of age,as while as has provided realistic significance and reference value in our country.
