Research On The Satisfaction Of Rural Residents In Shanxi Province With "Four Good Rural Roads"

Since the 18th national congress of the communist party of China(CPC),General Secretary Xi Jinping has made important instructions on the development of rural roads on many occasions,calling for the construction,management,protection and operation of rural roads,or "four good rural roads" for short.With the rapid development of rural economy and society,rural residents have more and more demands for safe and convenient travel.The construction of "four good rural roads" by transportation departments at all levels has brought about great positive changes in the appearance of rural roads in recent years.Rural residents are users of rural roads,rural roads is a public product and the service object,based on the research of the rural residents satisfaction,can by the most direct way to reflect the "four good rural road" intuitive feelings,indirectly reflects the "four good rural road construction,management,maintenance and operation aspects;By reflecting the expectations of rural residents for "four good rural roads",the paper proposes strategies to improve the satisfaction of rural residents,which is not only conducive to improving the credibility of the government,but also conducive to promoting the further development of"four good rural roads".Based on the questionnaire survey,this paper finds that rural residents in Shanxi have a high overall satisfaction with "four good rural roads",but there are also some dissatisfaction.On this basis,through interviews and investigations with some rural residents and transportation departments at all levels,this paper analyzes the satisfaction and dissatisfaction of rural residents in Shanxi with the "four good rural roads" from four aspects of construction,management,maintenance and operation,thus finding out the problems.If there are low grade rural roads in construction,infrastructure needs to be strengthened;The project approval cycle is long and the handling procedures are complex;Highway construction cost is high,financing is difficult to wait for a problem.In terms of management,there are imperfect supporting facilities and safety risks;Lack of management ability,mechanism to be improved;Weak technical strength,shortage of technical personnel and other problems.In terms of maintenance,there is a big fund gap and no guarantee of funds.Insufficient staff to meet demand;Lack of public awareness of road protection,excessive use of highways and other problems.There are poor safety conditions in operation;Low economic efficiency;The development of rural logistics is slow;The rural passenger transport service system is not perfect and so on.Then,it analyzes the experience and practices of constructing"four good rural roads" in different parts of Shanxi Province,such as paying attention to the overall quality,focusing on the rural economy,helping the project of poverty alleviation,focusing on the whole region tourism,and strengthening the operation efficiency.For rural residents for the "four good rural road" satisfaction problems found in the questionnaire,visiting interview,various problems were found in Shanxi Province inside and outside around the "four good rural road" the experience of practice,put forward six has the pertinence,feasibility,so as to further build,manage,protect and operate rural roads,and effectively improve the satisfaction of rural residents with the "four good rural roads".Through empirical investigation and theoretical analysis,this paper obtains detailed and rich materials such as the overall situation of the current construction of "four good rural roads" in Shanxi,the evaluation of farmers’ satisfaction with the construction of "four good rural roads" in Shanxi,and the experience and practice inside and outside the province.Through the research on the satisfaction of the "four good rural roads" from the perspective of rural residents,it makes up for the domestic research on the policies of the relevant departments of the government from the perspective of the government,and neglects the blank of the audience of the "four good rural roads" policy of rural residents.Through the comprehensive research on the four aspects of "building "," managing "," raising" and "transportation" of "four good rural roads".
