"If you want to be rich,build roads first",rural roads are the basic conditions to protect the production and life of farmers,the leading and basic facilities for agriculture and rural development,and the important support for Rural Revitalization and development.The Party Central Committee and the State Council have always attached great importance to this work,and regarded it as a strong promoter of strengthening agriculture,enriching farmers and benefiting farmers.The "No.1 Document" of the Central Committee has continuously focused on the issues of agriculture,rural areas and farmers for 14 consecutive years,and put forward specific requirements for rural infrastructure,especially rural roads,which provides good prospects and opportunities for the development of rural roads.In particular,since eighteen years ago,General Secretary Xi Jinping has been highly concerned about the work of rural roads.He has made important instructions for many times,pointing out the direction for the construction and development of rural roads.The rapid development of rural roads and the remarkable improvement of road network conditions provide a basic guarantee for the development of rural economy and social progress,and play an important role in building a well-off society in an all-round way."Four good rural roads" was put forward by Xi Jinping,General Secretary of the CPC Central Committee and chairman of the CPC Central Committee and chairman of the Central Military Commission of China in March 4,2014.Xi Jinping pointed out that "rural road construction should be adapted to local conditions and people-oriented.It should be adapted to the layout of villages and towns,the development of rural economy and the safe and convenient travel of the vast majority of farmers.We should further build,manage,protect and operate the rural roads,and gradually eliminate the traffic bottlenecks restricting the development of rural areas,so as to provide better protection for the majority of peasants to get rid of poverty and become well-off."However,with the deepening of China’s political and economic system reform and the deepening of supply side structural reform in recent years,rural roads in Shandong Province have gradually changed from focusing on Construction in the past to focusing on construction,management,transportation and safety,In addition,rural roads,as a kind of pure public welfare public utilities,are subject to the relative lack of disposable financial revenue of local governments at all levels,especially the people’s governments at the county level,which has been unable to fully guarantee the timely investment of the required funds.The original development mode of rural roads in Shandong Province has become increasingly unable to meet the requirements of the new situation and new tasks,It can not provide a solid work guarantee for the leap forward development of economy and society under the supply side structural reform and the transformation of new and old kinetic energy.Through combing and analyzing,it is concluded that the existing problems and difficulties are mainly manifested in the following aspects: the construction,management and maintenance task is still heavy,the difficulty of financing is increasing,the lack of rules and regulations guarantee,the urgent need to strengthen the attention of local governments,and the need to improve the level of rural road management and safety guarantee.In view of the problems,this paper collects and sorts out the construction and development data of rural roads in S County of Shandong Province,makes a detailed carding and analysis of the development process of rural roads in Shandong Province,and summarizes the successful experience of development for many years.Through the use of public management and other related theoretical knowledge,taking the construction and development of rural roads in S County of Shandong Province as the research object,combined with the current situation of rural roads in S County of Shandong Province,this paper deeply analyzes the research status and trend of rural roads at home and abroad.Through the analysis and comparison of the development experience of the United States and the United Kingdom,as well as the advanced experience of Jiangsu,Zhejiang,Hebei and other provinces,this paper combs the existing problems and obstacles in the next development of rural roads in Shandong Province,deeply analyzes the main reasons for the problems and obstacles,seizes the main spear and shield,and further probes into the ideas and strategies for the next healthy and rapid development of rural roads in Shandong Province,This is an in-depth study of rural roads in Shandong Province under the background of deepening the national political system reform,continuous promotion of supply side structural reform and increasing transformation of new and old driving forces in Shandong Province since the 18 th National Congress of the CPC.It provides theoretical basis,experience reference and development ideas for the construction and development of rural roads in Shandong Province at present and in the
