With the transformation and upgrading of the energy industry,traditional energy service enterprises are facing unprecedented market competition.How to adapt to the changing demands of the market has become an urgent issue for enterprises that previously existed in monopoly systems.Procurement as the starting point of the value-added process of enterprise products and services is a critical link to meet customer needs and achieve corporate strategic goals,which has been taken as the starting point of internal management reform by an increasing number of enterprises to prompt themselves to shift from "production-oriented" to "demand-oriented".The process,as the carrier of various business of the enterprise,is the basis for realizing the enterprise value chain.Therefore,the optimization and improvement of the procurement process can establish the advantages in operating costs and demand response speed for the enterprise.On the other hand,the modular theory can realize the aggregation of the internal capabilities of the enterprise and improve its flexible response capability,which can be used as one of the methods to optimize the procurement process.The present article innovatively adopted the perspective of modularity theory to study the case of X enterprise’s procurement business process optimization and attempted to break through the existing research line through its characteristics such as ability concentration,flexibility,and standardization combined with process optimization related theories.Firstly,the purchase management theory,business process reengineering,and optimization theory,history of modularity theory development,research status,andinterrelationships were expounded and the research ideas and methods were clarified,providing a theoretical basis for the following research in the article.Then,a brief introduction to the transformation of the organizational structure and business model before and after the reorganization of X enterprise was made and the groundwork for subsequent diagnostic analysis was laid.The fishbone diagram was then used to diagnose and trace the problems in organizational structure,professional capability allocation,demand management,supplier management,standardization construction,and the application of information technology in the procurement process,thereby clarifying the goals and basis and principles,and then conducted targeted optimization redesign concerning the above problems through methods such as ESIA on the basis of the modular theory.Finally,the ASME method was used to compare the efficiency before and after the optimization,comprehensively evaluate the effect of the optimization,and summarize the experience.Through process optimization,X enterprise has significantly increased process efficiency,reduced acquisition costs,and improved the relationship between the procurement and supply side as well as the strain capacity,which basically achieved the expected optimization goals of being able to adapt to the business needs after enterprise transformation and upgrading and improving enterprise competitiveness.It could provide a reference for enterprises with similar problems.
