China’s vehicle industry has presented with excess capacity,fierce competition,and reduced profit margins.Under such an industrial situation,as one of the larger companies in the vehicle sales market,Dadi Automotive Co.,Ltd.needs to constantly seek ways to maintain its competitive advantage.In the value chain activities,in addition to maintaining a high degree of competition in sales and after-sales services,it is also necessary to optimize procurement and payment processes in terms of supply side,in order to find ways to reduce costs and increase efficiency.The purpose of this paper is to study of the procurement and payment process of the Dadi Company and to start with the specific issues in practice.It seeks to solve the problems of large companies such as compliance risks,low-quality procurement of some materials,and risk of contract breaches in the procurement and payment processes of the Dadi Company,thereby reducing costs and increasing efficiency.Based on the value chain theory,internal control theory and business process management theory,this paper optimizes the procurement and payment process plans of Dadi Company,taking into account the improvement of overall operating efficiency,and provides other companies with similar problems with reference to an optimized solution.This paper analyzes the status quo of the procurement and payment business process of Dadi,and puts forward the problems existing in the actual business under the current process.For example,there are system vacancies in the procurement business,excessively controlled procurement quality declining,and long-term settlement contracts with contractual performance risks.This paper analyzes the reasons for the existing problems,which can be attributed to the imperfect system of procurement and payment processes,the lack ofprofessional judgement of relevant position,the imperfections of supplier relationship management and contract management,and the lack of communication between internal and external.In order to solve the existing problems,this paper designs the optimization scheme for the procurement and payment process,puts forward the principles,objectives and key control points for optimization,and designs specific optimization solutions.For the optimization plan of the procurement process,Dadi Company shall re-combine and improve the procurement system,establish a self-purchase system for the business department and an authorization and approval system for the procurement function,complement the system vacancies,and establish a performance evaluation system to provide supervision and incentive effects;Strengthen the role of responsibility for the implementation of related positions,set the capability model and work standards for key positions,and strengthen the human resource and training for key positions.For the optimization scheme of the payment process,Dadi Company should play a role in supplier relationship management and contract management to ensure the accurate establishment,maintenance,and change of supplier master data,improve the review,signing,settlement,and file management of contracts to ensure supplier data.And the contract data can be invoked by other workers to improve the efficiency of the payment process.The information system is used to optimize the communication and transmission of information.An information sharing platform for purchasing and payment business processes is established to integrate business processes and all business information,reducing communication costs.In order to ensure the effective implementation of the procurement and payment process optimization plan of Dadi Company,this paper proposes safeguard measures in terms of organization,personnel,technology,and system.In terms of organization,we should build a good organizational structure and build a more flat and flexible organization so that we can respond rapidly and create a good corporate atmosphere.In terms of personnel,we must conduct scientific human resource management according to business needs and design recruitment for different positions.Channels for selection,training,and promotion;in technology,focus on network informationsecurity risks and inconsistent input-output efficiency risks in the system development process;on the institutional side,establish effective supervision and incentive systems and internal auditing systems to ensure the effective implementation of optimization programs.
