The government's process of purchasing public services is essentially the government's transfer of some public project management rights according to market prices,and entrusting social institutions to provide the public with the goods or services they need to meet the government's expected process of meeting the needs of the public.This paper takes Ningbo City,Zhenhai District water conservancy project operation management service outsourcing as the research topic,based on the research status at home and abroad,on the basis of reading a large amount of data,using field research-data analysis-summarizing the ideas,in the public welfare water conservancy The whole work system analysis of engineering operation management service outsourcing and the improvement of Zhenhai model experience and innovation reflect innovation.The first part begins with the basic concepts of public welfare projects and service outsourcing,draws out the boundary conditions of public service project outsourcing,and theoretically elaborates from the perspectives of new public management,principal agency and public governance,in order to demonstrate that the government purchases public The rationality and necessity of the service.The second part focuses on the analysis of the conventional ideas and methods of public welfare water conservancy project operation management service outsourcing.Firstly,it discusses the overall structure of the whole system operation from the two basic principles of service outsourcing and management.Secondly,it demonstrates the scientific nature of the government's purchase of public services from three aspects: the government's introduction of market work,the process and method of government purchasing services,and the government's feedback on service outsourcing.From the macroscopic to the microscopic aspects of the link,it further illustrates that the government's purchase of public services is both rigorous and normative.The third part focuses on the practice and analysis of the operation and management service outsourcing of public welfare water conservancy projects in Zhenhai District.Through the review of the internal archives of the unit,the paper first discusses the formation of the unique model of Zhenhai management from the historical evolution of the town's seawater management system reform.Secondly,from the examples,the characteristics of the Zhenhai model are summarized,the advantages are summarized,and the experience is refined.Finally,from the way of questionnaire survey,the problem of the service market gap in the Zhenhai model,the lack of licensing system,the lack of market behavior norms,the failure of the government's key command and control power,and the defects of the service evaluation system are analyzed.The fourth part puts forward relevant suggestions on the root causes of the above problems.It is necessary to establish a breeding mechanism combining law,market and technology,improve market behavior norms,strengthen the authority of the regulatory agencies,realize the government's key command and control rights guarantee,and improve the service evaluation system.A reasonable response to the current Zhenhai model will help to further improve it to achieve better government expectations.The research in this paper can be used as a reference and guidance for government service outsourcing practices in other regions of China.
