Customarily, the planning is described as a linear process. As a matter of fact, decision making, as well as other human behaviors, rarely follows these linear and rational models. However it still functions in accordance with certain logic sequence of human activities, and thus could be interpreted as certain simple framework. Among the common steps in the decision making process are confirmation of problems and opportunities; establishment of target; investigation and analysis of bio-physical environment, which is better to be conducted under difference scales; Investigation and analysis of community; detailed research in terms of suitability analysis; the development of concept and comparison and ranking of various projects; the final selection of the planning project; community participation and education; the elaborated design; implementation of the planning; and the management of the planning. This report explored on the above mentioned topics through an ecological point of view and contained numerous steps in such process.To make these steps more visible,"implement approaches"subsections are added to each section of Part III. In addition, the planning of Olympic Forest Park is used as explanation of these steps in Part IV.
