NIMBY Facility Planning And Conflict From The Perspective Of Communication Planning

With the service transforming of government founction and the rising of civil society,public’participation in urban-rural governance has been intensified.When traditional elite planning can not deal with“Not In My Back Yard”conflict anymore,changing plamning path and involving public supporting and participating could become a good way out of“NIMBY dilemma”.From the perspective of“communication planning”,this paper takes a close look at the NIMBY facility of Ningbo,and carries out empirical research about communicative rationaliity assessment from the following perspectives,cognitive rationality,instrumental rationality and procedural rationality.The case study reveals that,in the absence of communication,even residents’ attitude with cognitive rationality,planning with instrumental rationality,administration with procedural rationality,NIMBY facility planning without communicative rationaliity still has its boundedness both incity level and case level.So in response to it,the paper tries to bring communicative rationaliity into NIMBY facility planning of Ningbo with the basis of making thorough analysis on the roots of the problems.Taking planning as a fair communication platform,communication planning advocating each participants to communicating and make consensus finally.This thesis consists of seven chapters,and following are the main contents of each chapter.Chapter One:Introduction.In this chapter,the research background,research objective and questions,research methods,and the framework of this thesis is clarified.Chapter Two:Theoretical Basis and Research Progress.In this chapter,correlative literature both home and abroad are introduced,including communication planning,NIMBY facility and NIMBY conflict.Chapter Three:Research Area.Basic information about Ningbo and an overview of NIMBY facility in Ningbo and Bobocheng conmunity is presented in this chapter.Chapter Four:Communication Rationality Assessment of NIMBY facility on Ningbo level.This chapter mainly focuses on communication rationality assessment from three perspectives,including cognitive rationality,instrumental rationality and procedural rationality.Chapter Five:Communication Rationality Assessment of NIMBY facility on Case level.This chapter mainly focuses on the review of the NIMBY event development,and the problems under the absence of communication.Chapter Six:Communicative Rationaliity Exploration in NIMBY Facility Planning of Ningbo.This chapter mainly focuses on exploration feasible path to NIMBY facility communication planning,from planning preparation stage,plannning stage,and planning implementation stage.Chapter Seven:Conclusion.Maj or conclusions and directions for further research in NIMBY facility communication planning are summarized in this chapter.The whole thesis contains about 48 000words,31 pictures and charts.
