| As the main place for citizens to remember and cherish the dead,the city cemetery is an important public service infrastructure in the city.Under the influence of traditional culture,the negative externality of urban cemetery in residents’ psychology is obvious,and it has obvious NIMBY characteristics.The planning and construction of urban cemeteries are often rejected by the surrounding residents,resulting in the burial planning can not be implemented.Since 1990,there has been no new urban cemetery land in Nanjing for more than 30 years.Under the background of China’s aging population,the existing tomb stock cannot meet the new demand for burial.This study takes the planning and layout of urban cemeteries in Nanjing as the research object.Aiming at the problem of how to weaken the negative externalities of urban cemeteries and the irrationality in urban cemetery planning,GIS spatial cluster analysis method and nuclear density analysis method are used to analyze the current spatial layout characteristics of urban cemeteries.The reasons for its layout are analyzed based on the behavior patterns of government,enterprise developers and residents.At the same time,the characteristic price method is used to study the influence range of urban cemeteries on the surrounding housing prices,and the NIMBY influence range of urban cemeteries is defined.On this basis,the path to improve the planning layout,decision-making model and land use development of urban cemeteries is discussed.This study finds that the layout of urban cemeteries in Nanjing has obvious agglomeration characteristics.By analyzing the changes of land use status,road network structure and housing distribution around urban cemeteries,it is found that with the expansion of cities,urban cemeteries originally located in the suburbs have been incorporated into urban built-up areas,and the contradiction between urban cemeteries and residential areas has become increasingly prominent.The planning and construction of urban cemeteries in Nanjing lags behind urban development.The existing stock cannot meet the demand for use,and the inclusion of urban cemeteries in urban built-up areas as NIMBY facilities hinders the construction of urban expansion to a certain extent.At the same time,during the construction of urban cemetery in Nanjing,the government,enterprise developers and residents are the main stakeholders.This study discusses and analyzes the risk perception and decision-making mode of the three in the planning,site selection and construction of urban cemetery.The study uses the characteristic price method to grade the relevant influencing factors such as the location of the house and the distance from the city cemetery,and analyzes the correlation of variables.Firstly,it is found that the urban cemetery has a significant impact on the housing price within a radius of 1km.Secondly,the visual obstruction caused by the topography and greening of urban cemetery park has significantly weakened the influence of its surrounding housing prices.In addition,the traffic location advantage of the houses around the city cemetery and the spatial division of the main roads in the city also effectively reduce the negative impact of the city cemetery on the housing prices around the city.This study believes that in the process of site selection planning for urban cemeteries,an efficient collaboration and participation mechanism between the government,enterprise developers and the public should be built to achieve openness and transparency.The abandoned land of open-pit mine in Nanjing can be used as an alternative land for the development of urban cemetery in the future.In order to meet the requirements of ecological restoration of abandoned land in open-pit mines,the problem of insufficient land for urban cemeteries should be solved.Further weaken the negative externality of urban cemeteries and reduce the occupation of limited urban construction land. |
