| The society and economy of China has been undergoing a fast transition time currently. With the rapid accumulation of material wealth, problems on social conflicts seem to be more intense, especially NIMBY events which impactions became serious threats to urban sustainable development. In many NIBMY events, the fairness of urban planning had been questioned. As an important public policy for the allocation of space resources, urban planning should be the maximum expression of public, maintenance of all policies of stakeholders. However, in today’s society multi-stakeholder differentiation and enhanced awareness of their rights context, policy-makers may be difficult to achieve fair and equitable by the influence of "strong group" in the policy-making process. But on the perspective of environmental justice, urban planning cannot violate environmental rights of minority group under the banner of "public interest" or "the interests of the majority", especially minority group had been on the disadvantaged position in political and economic. Therefore, in the course of interest groups’game, the NIMBY facilities may be planned in the periphery of the vulnerable groups. Urban planning may be became to a tool to a violated the vulnerable group.Based on the above understanding, this paper introduced the value-oriented environmental justice, carried out a practical analysis of the waste transfer station spatial characteristics of Nanjing through GIS spatial clustering analysis methods. The practical research showed that:the waste transfer station spatial layout associated with the spatial distribution of urban low-income. Nanjing living space differentiation had a "fragmentation" characteristic and solid waste transfer station sphere of influence was limited, but the results verified the spatial correlation was very close through an analysis on the land features surround by solid waste transfer station, and a comparison to the main city on statistics among quality, height and density of the building. Therefore, the article believed that vulnerable groups suffered more environmental risks caused by the waste transfer station and environmental injustice.There were three stakeholders during the waste transfer station layout process:the government, developers and residents. Their patterns of behavior and the course of their game determined the final layout of the waste transfer station. Through analyzing their behavior patterns during solid waste transfer station in the planning, siting, construction and demolition, the author hold that the NIMBY construction process is to find the path of least resistance and it’s the final reason why environmental injustice.On the basis of analysis of the characteristics and causes of waste transfer station layout, the article further analyzed defects in the planning and environmental impact assessment system. Therefore, research on NIMBY planning should be carried out between the Master Plan (Zoning) and regulatory detailed planning. The studies were including the necessarily analysis, fairness analysis, sacrifice zones studies, timing proposal of the construction project and the compensation strategies. The results of these studies would be the basis for regulatory detailed planning and reference for the development of relevant rules and regulations. At the same time, the NIMBY problem solution also depended on an effective mechanism of government, business(developer), and residents’ collaboration and participation. |
