Research On Community Public Service Facilities Planning In Old Town Of Nanjing

Public service facilities provide the public with a variety of public and service facilities.They can satisfy varieties of public demands in their daily lives, in order to achieve efficientand convenient city life, and provide suitable living environment. Recently, public servicefacilities in Nanjing Old Town encounter problems of an increasing demanding of publicservice as well as limited land resources. On the other hand, because the existing regulationsare not suitable and policies are not consistent, it’s difficult to implement and operate incontrolled detail planning phase and the implementation phase. Therefore, according to thecharacteristics of the Old Town, it is meaningful to study the influence of community publicservice facility standard to the sustainable and harmonious development of the Old Town,especially in controlled detail planning phase.This paper analyzes the Old Town features and public service facilities problems,interprets the existing regulation and the preparation method, studies grading system, facilityclassification, supporting standard and distribution mode, and provides ideas and suggestions.This paper tries to conclude and summarize “the community public service facility guidelinesfor the Old Town”. Based on technical standard of the existing new area and rural publicservice facility guidelines, this paper fill gaps in the Old Town public service facilitiesstandards, and give reference to studies on Old Town standards of other cities or regions.This paper is divided into five chapters. The first chapter is an introduction, mainlyexpressed the origin and background of the research, defined the object of research, learnedrelated theoretical researches, and identified research priorities and methods. The secondchapter focused on analysis on the characteristic difference between the Old Town and theNew Area and public service facilities problems, pointed out the unsuitability of the previousapproaches in use, interpreted technical regulations and policy documents of the Old Towncommunity public service facilities plan,summarized its shortcomings and problems. Thethird chapter proposed the principles and objects of the Old Town community public servicefacilities on the basis of influence factor analysis.As the key to this paper, the forth chapterpointed out the Old Town community public service facility standards. Through the investigation of the status quo of the Old Town facilities’ usage satisfaction, theunderstandings of new demands in new situations, the collection of policies and regulations,departmental views and relevant experience of other cities, this chapter established communitypublic service facilities classification system, provided suggestions to community facilities,which are satisfactory, easy to use, and equal of services, from the perspective of facilityclassification, supporting index and facility distribution. The fifth chapter containedConclusion and Outlook, summed the shortcomings of the paper, and hoped that this study canbe further improved in trials and future studies.
