Facility location problem is the one to seek for the optimal location of one or multiple facility under certain optimization target, which related to many a filed such as the Operational Research, Management Science, Industrial Engineering, Geography, Economics, Computer Science, Mathematics, Marketing, Electric Power Engineering. City Planning etc. With the ecology reforming of the dwelling environment construction in urbanization and the research trend of international Urban Environment & Urban Ecology, the calculability and application of the facility location problem based on the pollution and controlling on the environment plan is getting more and more attention. The study and research of NIMBY becomes the breakthrough in the solution to this plan and location problem, which provides effective reference for the final decision with scientific and reasoned approach.In this study and discussion of several models of NIMBY facility location, the selection of demand on facility is determined by a series of target functions. According to variable actual problems, the different target functions are to be set up under defined conditions. Accordingly, in accordance with the certainty or uncertainty of the variables in its target functions, The problem of NIMBY is divided two general types: NIMBY_static type and NIMBY_dynamic type, which will be discussed respectively as below:The first type of model: NIMBY_static type. According to the difference in the conditions of the feasible region, we split this type of model into three categories to discuss respectively, namely, NIMBY_upper limiting NIMBY_lower limiting and NIMBY_double limiting.NIMBY_upper limiting, which is also called as the problem of minimax in which the minimum weighted distance from facility point to demand point must be maximized, that is to say, given a demand point, the maximum of the sum of distance within the service scope of the facility location must be realized.IMBY_lower limiting, which is also called as the problem of maxmin in which the distance between facility point and demand point must be larger than a specific value and the maximum value of the weighted distance is minimized, that is to say, to work out the solution of the target functions equation under the conditions that the lowerboundary is added in the restrictive conditions. NIMBY_double limiting, the restrictive conditions is the joint restriction of upperboundary and lower boundary. The location of the facility is flexible in the feasibleregion and it emphasizes more on the realizablility of the facility location to providereference for the decision makers.The second type of model: NIMBY_dynamic type. As to the problem of dynamic facility location, the concerned target is different due to the different role of the user. In the process of calculation for solution to the equation, the difference in the attention is considered and the target functions and restrictive conditions are consequently adjusted to meet the demands of different uses. The variables of the conditions influence mutually to dynamically reach the integrated optimization. In the process of calculation, there are four factors considered for this type of model, they are, (1) the minimum of the operating cost, (2) the minimum of the risks realized, (3) Equitable risks distribution of each population center, (4) Equitable distribution of unfavorable factors brought by the contamination disposal unit. In order to have a complete discussion of this model, the expenses effect brought by the consignment route and the effect of NIMBY to the demand point along the line caused in the process of consignment are discussed.While discussing the model of NIMBY facility location, the analysis system of NIMBY is set up to realize the calculating realiability and various geographical analyzing functions of each model by using the visual development kit Delphi 7.0 as the development platform and using specialized GIS widget MapObjects based on the OCX technology, establishes the analyzing system of the NIMBY facility location, the analysis system is used to solve the location problem of facility corresponding to the examples of transformer substation, firehouse and gas station according to the different functions and features of these facilities..
