Research On Urban Ecological Welfare Performance And Its Influencing Factors In Shanxi Province Based On The Super-SBM Model

In the new era,the China has entered a stage of high-quality development.High-quality development is based on the people and reflects a brand new concept of development.This also puts forward higher requirements and challenges for regional development.Although the current ecological civilization construction in China has achieved certain results,the ecological environmental problems have been accumulating for a long time.The pace of ecological civilization construction is far behind the level of economic and social development,and there is a long way to go to promote high-quality development.The concept of ecological welfare performance is proposed,which coincides with the concept of high-quality development.It focuses on the output of social welfare caused by human resource consumption and environmental pollution.Through the calculation of ecological welfare performance,it promotes innovation and green development,and then achieve the coordination of economic and social development with the construction of ecological civilization,and benefit the public with development results,five new development concepts run through it.It can be said that the concept of ecological welfare performance puts forward a clearer direction and index for the realization of high-quality development.As the core carrier of construction,the study of urban ecological welfare performance is of great significance for promoting the coordinated development of economic,social and ecological civilization in the region,thereby contributing to high-quality development.This paper takes 11 cities in Shanxi Province as the research objects.Firstly,the super-SBM model is used to construct a model of urban ecological welfare performance,an empirical analysis of the level of ecological welfare performance of each city from2005 to 2019,and an analysis of the temporal and spatial evolution of ecological welfare performance;Use the entropy TOPSIS method to deconstruct the ecological welfare performance,and obtain three comprehensive indexes through calculation: the comprehensive resource consumption index,the comprehensive environmental pollution index and the comprehensive human development index,and analyze the evolution trend to explore the sources of inefficient ecological welfare performance and the contribution rate of each part.Third,use the Theil index to calculate the differences in ecological welfare performance within and between regions;and then,use the Tobit model to analyze the influencing factors of ecological welfare performance;finally,from the perspectives of improvement of internal indicators,optimization external influencing factors and narrowing regional differences provide targeted countermeasures and suggestions.The main results are as follows:（1）The ecological welfare performance level of 11 cities in Shanxi Province from2005 to 2019 has been initially grasped: only Taiyuan City has always been effective in ecological welfare performance during the study period.By 2019,Taiyuan City,Changzhi City,Jincheng City and Xinzhou City four cities are in DMU effective,and the ecological welfare performance values of the other seven cities are all lower than 1.From the overall level,Shanxi Province’s overall ecological welfare performance level is improving amidst fluctuations,but there is still a large room for improvement.In the future development and construction process,attention should be paid to the improvement of the ecological welfare performance level and the maintenance of stability.（2）Judging from the results of the deconstruction of the ecological welfare performance,from the perspective of the comprehensive resource consumption index,only the comprehensive resource consumption index of Shuozhou City and Datong City has improved,The comprehensive index of energy consumption in the other nine cities all showed different degrees of improvement.In terms of sub-indices:The consumption of land resources and water resources has been reduced,but the consumption of energy resources has increased at different levels;the comprehensive environmental pollution index has increased to varying degrees,but the environmental protection of some cities such as Lvliang City and Changzhi City,the pollution situation has risen instead of falling;the comprehensive human development index of 11 cities has improved,among which the economic,education and health levels in the comprehensive human development index have improved.（3）From the perspective of regional differences,the Theil index of the overall ecological welfare performance of Shanxi Province has generally gone through the three stages of "decrease-increase-decrease again",which shows that the overall regional differences of the ecological welfare performance of Shanxi Province are decreasing.Among them,the changes in the value of the Theil index between zones are volatile,and the changes in the Theil index within the zone are more consistent with the trend of the overall Theil index.The contribution rate of the intra-zone difference is always greater than the contribution rate of the inter-zone difference,which is two-way interaction.In terms of regions,among the four major regions,the Theil index in northern middle and southeastern Shanxi all showed a downward trend,and the decline was obvious.The Theil index in southern Shanxi showed an overall upward trend.（4）From the perspective of the influencing factors of ecological welfare performance,the three influencing factors are positively correlated with ecological welfare performance,and in descending order of influence coefficients: investment intensity,level of opening to the outside world,and level of urbanization.The first two are respectively Passing the significance level of 1% and 5%;while the degree of urban greening,population density and economic development level have a negative effect on the improvement of the level of ecological welfare performance.Based on the above research results,this paper proposes targeted countermeasures and suggestions from the three aspects of the government,enterprises and individuals to optimize the internal indicator system,external environment and regional coordinated development,etc.Provide reference for Shanxi Province to improve the level of ecological welfare performance and achieve high-quality development.
