Research On China’s Ecological Welfare Performance From The Perspective Of High-quality Development

In recent years,with the economy grow rapidly,the problems of ecological environment pollution and excessive consumption of resources caused by the extensive way’ of economic growth news in the past have gradually become prominent.It has already affected the people’s social welfare level and happiness in life,and has also threatened the sustainable development of the economic society to a certain extent.Therefore,it is necessary to carry out the transformation of the development model of the new era.According to the report of the 19 th National Congress of the Communist Party of China,China’s economic development mode has shifted from a stage of high-speed growth to a stage of high-quality development.Ecological welfare performance is a sustainable development indicator that measures the balanced relationship between resource environment,economic development and social welfare.It is not only compatible with the construction of ecological civilization,but also provides a direction for China’s economic development,which has important practical significance for promoting high-quality development.Firstly,the article uses the relevant theories of high-quality development,ecological economics,and ecological welfare as the research foundation to explain the connotation of ecological welfare performance.Secondly,this article studies the human ecological footprint(EF),ecological carrying capacity(EC),development index(HDI),and the decoupling relationship between ecological consumption and welfare water in China from 2010 to2018.The results show that:(1)Ecological Footprint and Ecological Carrying Capacity have a slight increase,and continue to be in a relatively stable state of ecological deficits.Ecological resources and environmental pressures are still relatively large.Among them,fossil energy footprints account for the highest proportion and have declined,indicating that the dependence of social development on fossil energy has been reduced;(2)Between 2010 and2018,Chinese overall human development level has been greatly improved,the eastern region has entered a high-level stage of human development,and the central and western regions are at a medium-level stage of human development;(3)Between 2010 and 2018,the decoupling relationship between China’s ecological consumption and welfare level was gradually optimized and developed cyclically,and overall it did not reach a stable state.After that,the ecological welfare performance evaluation index system is constructed.This is based on the Super-SBM model to measure the ecological welfare performance of 27 provinces and cities in China from 2010 to 2018.The result is that: from a national level,the level of ecological welfare performance generally shows a downward trend of volatility;from a regional perspective,the ecological welfare performance of the eastern region is far greater than that of the central and western regions,and the ecological welfare performance of the western region has steadily improved to surpass the central region.Generally speaking,there is a trend that the eastern part is far ahead,the central part is gradually rising,and the western part is developing rapidly.Subsequently,Tobit regression model was constructed to analyze the influencing factors of ecological welfare performance,and the result shows that the level of science and technology has a significant and positive impact on ecological welfare performance,industrial structure and population density have a significant and negative impact on ecological welfare performance.Finally,the conclusion of this paper is summarized and the corresponding policy suggestions are put forward.
