The expansion of the economy leads to the massive consumption of natural resources,which threatens human living environment and limits economic development.The past crude model of economic development is no longer applicable to the new era.With the 16 th National Congress of the Communist Party of China proposing a comprehensive,collaborative and sustainable development strategy,the construction and protection of ecosystems has gradually become an important task in my country.As the vanguard of promoting high-quality economic and social development in my country,the Yangtze River Economic Belt must implement new development concepts and organically unify ecological construction and economic construction.In economic times,economic development is more about people-oriented,and the contribution of human capital to economic growth is in process of becoming greater.In the strategic situation of the Yangtze River Economic Zone,human capital will also bring new changes to ecological welfare.Therefore,how to effectively allocate human resources and at the same time study the impact of human capital on economic efficiency,especially environmental protection performance,is of great significance to the high-quality economic development of the Yangtze River Economic Belt.Based on the human capital theory and the related theories of ecological welfare performance,this paper deeply analyzes the quantity,quality and stock characteristics of human capital in the Yangtze River Economic Belt and the comprehensive welfare of resources,environment and society in ecological welfare performance.And this paper uses the SBM method to measure the ecological welfare performance of the Yangtze River Economic Belt and analyze its spatial correlation characteristics through the Moran index.Finally,this paper selects appropriate intermediary variables and control variables to quantitatively analyze the impact mechanism of human capital on ecological welfare performance.Empirical research found:(1)The population of the Yangtze River Basin in the Yangtze River Economic Belt has continued to expand,the overall quality of the labor force has been improved,the overall level of human capital has been improved,and the competitiveness of various regions has continued to accumulate;(2)The community construction in the provinces of the Yangtze River Basin has entered a new stage,the overall protection performance has improved,and the gap in environmental protection between regions has narrowed;(3)Human capital in the Yangtze River Economic Belt has a significant and obvious role in improving environmental protection performance,and can improve ecological welfare performance by improving innovation capacity and economic scale.So this paper makes the following recommendations:(1)Further improve the environmental protection and resource conservation system;(2)Start from improving the quality of human capital,better promote the improvement of ecological welfare,pay attention to the training and introduction policies of talents,optimize the education structure and the support mechanism for talent introduction;(3)Strengthen regional linkage,establish a recyclable,environmentally friendly and highly comprehensive industrial chain in the upper,middle and lower reaches of the Yangtze River,and promote the improvement of ecological welfare performance of the Yangtze River Economic Belt.
