A Study On The Control Of Rural Household Garbage In P District Of Dezhou City

Under the background of pursuing the quality of human settlements and making up for the ecological disaster in the new era,the phenomenon of "garbage-encircled villages" has become more and more serious,and the remediation of rural domestic waste has been urgently put on the agenda.As a pilot unit of rural domestic waste treatment in P County,Dezhou City,according to the actual results obtained so far,the government’s packaging and treatment procedures are already emerging,and the waste treatment work still needs to be continuously improved.The purpose of this study is to explore a new model of joint governance by the government,enterprises,third-party organizations,and villagers on the basis of grasping the interaction of multiple forces.The applicability of theory is the key to solving complex public problems.As a brand-new analytical tool,networked governance theory represents profound changes in governance subjects,governance tools,governance structures and governance mechanisms.It not only challenges traditional governance models,but also provides insights into public issues such as rural household waste governance.A new solution mode.Based on the theory of network governance,this paper adopts the method of questionnaire survey and case study to analyze the current situation of rural domestic waste management in P County,and takes the questions fed back by the questionnaire survey as the starting point to find out the rural domestic waste management work in P County.There are problems such as low participation of villagers,unreasonable configuration and arrangement of waste collection facilities,construction waste becoming a blind spot in governance,and inefficient domestic waste treatment models.The analysis of the above problems can be attributed to the unreasonable design of the domestic waste management network,the obstruction of the network connection between the management entities,the imperfect responsibility mechanism for domestic waste management,and the insufficient network governance capabilities of each entity.On the basis of the cause analysis,combined with the network governance theory to build a new model of rural domestic waste management in P County,the following four solutions have been explored.First,from the perspective of giving full play to the leading role of the government and building a harmonious partnership Optimize the diversified governance network of rural domestic waste management;secondly,establish a connection link of the governance network in terms of strengthening the concept of in-depth cooperative governance and breaking barriers of communication and sharing;thirdly,based on clarifying the main responsibilities,building a supervision and reward and punishment mechanism to improve life Responsibility mechanism for waste management;Fourth,strengthen the construction of rural domestic waste management teams from the perspectives of strengthening the information application ability and source classification ability of the grassroots,cultivating and introducing professional technical personnel.The research conclusions of this paper can provide ideas for Dezhou City and other similar cities to solve the problem of "garbage surrounding villages",and provide insights for the design of governance models and the formulation of related policies.
