| With the development of China’s social economy and the improvement of environmental awareness and environmental governance,urban carbon emissions governance,especially industrial carbon emissions governance,has received sufficient attention.Comparatively speaking,rural carbon emissions governance,especially rural domestic carbon emissions governance,both in terms of emphasis and remediation efforts,appears relatively weak.In the dual context of rural revitalization and the "dual carbon" goal,the governance of carbon emissions from rural life should keep pace with the times,adhere to scientific and systematic governance methods,and collaborative governance by multiple entities may be the best choice for rural carbon emissions governance.This study first reviewed and elaborated the existing research results and related theoretical concepts at home and abroad.Based on the theory of multi agent collaborative governance,a questionnaire survey was conducted among rural residents and grassroots government workers in Hebei Province.The survey found that although the current governance model for carbon emissions from rural life in Hebei Province is gradually showing a development trend of multiple governance,there are still problems such as uneven participation of the main body,unclear positioning of the main body,and insufficient governance synergy.The reasons for the problems are insufficient collaborative governance level of the governance bodies,unclear division of responsibility bodies,and imperfect collaborative governance mechanisms.It is necessary to improve the level of multi agent collaborative governance,clarify the rights and responsibilities of multiple agents,improve the multi agent collaborative governance mechanism,and strive to build a new model of multi agent collaborative governance,forming a modern rural carbon emissions governance system that is jointly built,jointly managed,and shared.In the new era,in the process of building a new pattern of ecological civilization and grassroots social governance,the discussion of carbon emissions governance in rural areas should adhere to and improve the environmental collaborative governance system of joint construction,governance,and sharing,and promote the modernization of grassroots environmental governance systems and governance capabilities. |
