Research On Governance Mechanism Of Multi-cooperative Cooperation In Rural Domestic Refuse

In recent years,the treatment of rural domestic waste has been accelerated.Under the background of promoting the classification and recycling of rural domestic waste,rural areas in various regions have begun to explore how to innovate and upgrade the existing governance models and accelerate the "reduction","resources" and "harmless,management of the living garbage.In February 2018,China also introduced the"Three-year Action Plan for the Improvement of Rural Human Settlements Environment".This further reflects China’s emphasis on the rural human settlement environment and its determination to promote the improvement of the rural ecological environment in three years.In the action plan,it also specifically pointed out that"mobilizing social forces to actively participate in.Encouraging all types of enterprises to actively participate in the rural residential environment improvement project,standardize the promotion of government and social capital cooperation(PPP)model.Strengthen the technical and talent support.Organizing institutions of higher learning,scientific research units and enterprises to carry out research and development of key technologies,technologies and equipment for rural residential environment improvement." To a large extent,this encourages multi-stakeholders to participate in the construction of rural human settlements,and gather all forces to jointly manage.Under the above background,the paper focuses on the study of the multiple cooperative governance mechanism of rural domestic garbage by combing the research status at home and abroad,combining the supply theory of public goods,cooperative governance theory,principal-agent theory and collective action theory.This paper first reviews China’s rural garbage treatment process and governance situation,summarizes the existing three kinds of governance modes——direct government intervention,market incentive and cooperation governance,and emphatically analyzes the pluralistic cooperative governance type belongs to the Zhejiang Jinhua mode and Sichuan Luojiang mode,in order to further analyze the practical necessity and feasibility of rural household garbage multiple governance.Secondly,a case study was conducted on the multi-cooperative governance mechanism of rural household garbage in Ganyang Town.In this part,this article first reviews the governance history and governance status of Gangyang Town.Then,the main subjects involved in the cooperation are the administrative system department,education and scientific research department,environmental protection enterprise,village collective and individual villager’s cooperative functions,cooperation and interaction,and cooperation structure.And each subject’s cooperative cognition is analyzed one by one.From the perspective of cooperation and interaction,the district urban management bureau,front-end garbage classification companies,township governments,village collectives,and villagers formed a long-term and stable cooperative group in the process of promoting the classification and promotion of rural rubbish in the Gangyang Town through closer cooperation and interaction.In terms of cooperation structure,it is divided into three major structures:the strategic cooperation governance structure,the initial grass-roots cooperation governance structure,and the long-term grass-roots cooperation governance structure;from the perspective of cooperative cognition of all parties,whether the "cooperative sponsors have overall planning capabilities","whether the funds required for cooperative governance are in place and "whether the communication decisions of cooperative governance are smooth" are three subjects other than villagers.In summary,this paper proposes to form an internal driving multiple governance model for the treatment of domestic garbage in rural areas.It needs to stimulate the coordination of interest distribution between the participating parties and drive the cooperation and governance with the intrinsic value.In the optimization of ideas,the government should change governance ideas in a timely manner,environmental protection companies should be more actively involved in governance,education and scientific research departments should pay more attention to the practicality of scientific research results,the villagers should gradually change the role of positioning.
