| In the 21 th century,our country has implemented a series of national level major strategies,such as “the Belt and Road”,BTH Coordinated Development and the Construction of Xiong’an New Area.Tianjin port is required to expand the production scale,greatly improve the port throughput,improve the operation efficiency,strive to build the north international shipping core area,and give full play to the transport hub function of the largest comprehensive port in North China.However,with the continuous expansion of port throughput and port scale,the problems of port safety production are becoming increasingly prominent,and the situation of safe production is increasingly severe.In particular,dangerous goods are easy to cause combustion,explosion,corrosion,poisoning and other dangerous situations,which is dangerous and destructive.Therefore,the safety management of container dangerous goods is the most important in port safety management.This paper uses the theory of system control,collaborative governance and emergency management,utilize the methods of literature analysis,field research,questionnaires and interviews,to introduce the concepts and definitions of port dangerous goods safety management,then,displays the actual situation of container dangerous goods operation in Dongjiang port and Beijiang port.This paper analyzes the policy and policy tools of port dangerous goods safety supervision,lists the relevant laws and regulations of port dangerous goods safety supervision at present,and introduces the main body of supervision,the basic situation of each safety management department and the corresponding safety management measures taken.Taking the Dongjiang port and the Beijiang port as examples,this paper summarizes the system shortcomings and lack of supervision in the safety supervision of dangerous goods in containers,then,analyzes each problem to show the causes,such as the existing laws and regulations are still not perfect,the division of safety supervision responsibilities is not clear,and the management system is not detailed enough.This paper suggests that the policies and regulations of port dangerous goods safety management should be further improved,the collaborative supervision mechanism of various enforcement departments should be continuously built,the supervision level of port dangerous goods should be improved in various aspects and channels,the construction of credit mechanism and the capacity of port emergency rescue should be strengthened.At last,the port dangerous goods safety supervision ability of government departments will be effectively improved and the continuous improvement of port safety ensured. |
