Research On Safety Supervision Of Road Transportation Of Dangerous Goods In Chengdu

In modern society,with the development and maturity of China’s industry,the industrial system has a wider coverage,and the use of dangerous goods is more common.From the production unit to the user unit,it is inseparable from the transportation link,and road transportation is one of the very important transportation modes.The road transportation of dangerous goods is manifested as: high dynamic risk,strong professionalism,and high accident hazard.Therefore,safe transportation is the premise and guarantee of road dangerous goods transportation and the maximum benefit pursued by industry management departments and relevant enterprises.Starting from the relevant theories of safety supervision and based on the reality of Chengdu,this paper combs the practice and existing problems in the process of road dangerous goods transportation safety supervision in Chengdu,deeply analyzes the reasons behind,And the corresponding improvement countermeasures are given in combination with the reasons,so as to provide reference and reference for helping Chengdu further improve and enhance the safety supervision of road transport of dangerous goods.This study takes the road transportation management policy of dangerous goods in Chengdu as the research object,uses Smith policy implementation model and game theory,interviews,observations,etc.Investigate and analyze the content and implementation of the administrative punishment management policy of the road transport and traffic law enforcement department of dangerous goods in Chengdu,the basic situation of the traffic law enforcement department as the main executing agency,the current situation of the road transport enterprises of dangerous goods as the target group,and the safety supervision environment of road transport of dangerous goods in Chengdu.It is concluded that the problems existing in the road transportation safety supervision of dangerous goods in Chengdu mainly include imperfect management policies,poor operability,low implementation efficiency of supervision departments,the game between safety supervision responsibilities and economic interests of enterprises,and the game between vehicle drivers in safe driving and transportation efficiency.The reasons for the above problems are:the policy of safety supervision of dangerous goods transportation is not systematic,the safety supervision responsibility system and capacity-building are not perfect,the main responsibility of enterprises is not implemented in place,and the supervision of transportation vehicles is not effective.Finally,on the basis of the above analysis,this paper focuses on improving the applicability of management policies,improving the law enforcement ability of grass-roots law enforcement personnel,strengthening the implementation of enterprise management policies,using modern technology to build a data sharing platform,and establishing and perfecting emergency management mechanism and accident rescue network,The countermeasures and suggestions to strengthen the safety supervision of dangerous goods transportation in Chengdu are put forward.By studying the road transport supervision of dangerous goods in Chengdu,this paper hopes to provide ideas and guidance for improving the road transport supervision of dangerous goods in Chengdu.At the same time,it also hopes to provide reference and reference for the improvement of road transport supervision of dangerous goods in similar cities.
