Research On The Construction Of Road Transportation Safety Supervision System Of Dangerous Goods In Ningxia

Road transportation of dangerous goods directly serves the industrial production,medical and health care and people’s life in Ningxia,and plays an important role in supporting regional economic development and serving people’s life.Especially since the completion of Ningdong energy and chemical industry base in 2003,the production enterprises of dangerous chemicals have increased rapidly,the demand for categories has become more and more extensive,the number of enterprises,vehicles and employees engaged in road transport of dangerous goods has increased sharply,the road traffic environment has become increasingly complex,and the number of accidents and economic losses of road transport of dangerous goods have increased year by year.Compared with ordinary transportation accidents,road transportation accidents of dangerous goods not only cause casualties and economic property losses,but also cause a series of social problems such as environmental pollution and ecological damage.Therefore,effective measures must be taken to prevent and control the inducement of dangerous sources.The safety supervision of dangerous goods road transportation is an important research direction of dangerous goods supervision.In this paper,the construction of Ningxia dangerous goods road transport safety supervision system for dangerous goods road transport safety supervision,in order to effectively prevent and control the occurrence of road dangerous goods transportation accidents.In view of this,based on the business needs of road transportation of dangerous goods in Ningxia,taking information supervision as the core,safety supervision and the status quo of existing information system construction,this paper analyzes the requirements of the proposed safety supervision system;then,starting from the system construction objectives,the overall scheme design is carried out;finally,the possible risks in the system construction are analyzed through risk identification,risk identification,and the implementation of risk management system Risk management carries out risk control and puts forward corresponding safeguard measures.Through the establishment of Ningxia dangerous goods road transportation safety supervision system,it can effectively improve the safety management level of enterprises,improve the safety supervision ability and work efficiency of government departments,strengthen the emergency rescue and disposal ability of accidents,save social management resources,and have important significance for cultivating a good market environment.This paper has a certain reference significance for other provinces which are planning and constructing the dangerous goods road transportation safety supervision system.
