Research On Safety Supervision Of Maritime Dangerous Goods Transport In Meizhou Bay

Meizhou Bay is located on the west coast of the Taiwan Strait and in the middle of the coast of Fujian.It is a natural deep-water harbor with multiple berths that is“rare in China but not in the world”.In recent years,the good port conditions of Meizhou Bay,coupled with the national “Belt and Road” initiative,have vigorously developed the petrochemical industry on both sides of the strait,and the number and types of dangerous goods entering and leaving the port have also increased dramatically,making the waters of Meizhou Bay also offshore The gathering place for ships carrying dangerous goods and the sensitive area for navigation safety.Especially after the "11.4 Fujian Donggang Petrochemical Carbon Nine Leakage Incident" in 2018,it is urgent to improve the safety supervision of the transportation of dangerous goods by sea in the waters of Meizhou Bay.This study selects the safety supervision of the transportation of dangerous goods by sea in the waters of Meizhou Bay as the research object,uses the government’s regulatory theory and emergency management theory,and conducts research through comparative analysis and empirical investigation.The current situation of maritime dangerous goods transportation in the Meizhou Bay waters,the basis of safety supervision and institutions,safety supervision measures,etc.,elaborated the current status of the safety supervision of maritime dangerous goods transportation in this water area;The high risks caused by personnel and the lack of emergency anti-pollution capabilities elaborated the main problems in the safety supervision of the transportation of dangerous goods by sea in this water area.Through research and analysis,it is concluded that the above-mentioned problems are mainly due to the lack of systematicity,standardization and operability of relevant laws and regulations,the rigidity of the maritime supervision concept and supervision mode,the lagging construction of emergency pollution prevention capabilities,and the lack of effective safety supervision methods.The inter-departmental coordination mechanism is not perfect,etc.,and from the perspective of grass-roots regulators,it proposes countermeasures and suggestions for improving relevant laws and regulations,reforming the maritime supervision model,improving the quality of relevant practitioners,and improving emergency management capabilities,with aview to improving the waters of Meizhou Bay The level of safety supervision for the transportation of dangerous goods by sea.
