The "14th Five-Year Plan" began a new journey of comprehensively building a modern country in a new period of socialism and realizing the modernization of land and space governance.Balancing the ecological environment and economic development as a new strategy in land and space planning has been frequently mentioned and emphasized in the party’s policies and strategic deployment in recent years.To optimize the layout of land and space planning,we must not only adhere to concentration,but also adhere to balance.Ecological and environmental protection should be balanced with economic development and spatial regions should be coordinated.Gansu Province,Hunan Province,and Zhejiang Province were Selected as the case analysis areas,selected the relevant indicators of ecological environment and economic development,used the range method and entropy weight method to deal with the indicators,and used the coupling coordination model and the gray correlation model to calculate the The coupling and coordination degree of ecological environment and economic development in Hunan Province and Gansu Province from 2010 to 2019,the gray correlation degree between indicators,and the main constraints and coercive factors between indicators.The GM(1,1)gray prediction model was used to calculate The degree of coupling and coordination between the ecological environment and economic development in from 2020 to 2030 of Gansu Province,Hunan Province and Zhejiang Province.In order to providing a reference for the territory spatial planning based on balancing ecological environmental protection and economic development.The results showed that:(1)From 2010 to 2019,the degree of coupling coordination between ecological environmental protection and economic development in Gansu,Hunan,and Zhejiang provinces was gradually increasing,and the type of coupling coordination was gradually getting better.The degree of coupling coordination went from low to high,and coupling coordination The types from poor to excellent were Gansu Province,Hunan Province,and Zhejiang Province.The degree of coupling coordination between ecological environmental protection and economic development in Gansu Province had increased from 0.294 in 2010 to0.411 in 2019.The type of coupling coordination was moderately misaligned from 2010 to2011,mildly misaligned from 2012 to 2018,and changed in 2019.The degree of coupling coordination between ecological environmental protection and economic development in Hunan Province had increased from 0.421 in 2010 to 0.536 in 2019.The type of coupling coordination is on the verge of dysregulation during 2010-2017,and it had reached a marginal level in 2018-2019.Coordination;The degree of coupling coordination between ecological environment protection and economic development in Zhejiang Province had increased from0.493 in 2010 to 0.614 in 2019.The type of coupling coordination was on the verge of dysfunction during 2010-2011,barely coordinated during 2012-2018,and reached in 2019 Primary coordination status.(2)From 2010 to 2019,the gray correlation degree between the indicators of the ecological environment protection system and the economic development system of Gansu,Hunan,and Zhejiang was at a relatively high level,that was,the coupling and coordination of ecological environment protection and economic development were strong,and the indicators were strong.It was gray related.In Gansu Province,Hunan Province,and Zhejiang Province,the gray correlation degree between the ecological environmental protection system and economic development indicators from 2011 to 2019 was between 0.65-0.85,but the gray correlation between the ecological environmental protection and economic development system was not.Differently,the economic development system had a strong coercive effect on the ecological environmental protection system of the three provinces,while the ecological environmental protection system restricted the economic development system in different provinces.Zhejiang and Hunan provinces were mainly affected by ecological environmental pressure constraints.,Gansu Province was mainly restricted by ecological environmental conditions.(3)From 2020 to 2030,the degree of coupling coordination in Gansu,Hunan and Zhejiang provinces will also increase year by year,and the coordination type will gradually become better.The degree of coupling coordination will go from low to high,and the type of coupling coordination will go from poor to poor.The priority is Gansu Province,Hunan Province,and Zhejiang Province.The degree of coupling coordination between ecological environmental protection and economic development in Gansu Province has risen from 0.429 in 2020 to0.652 in 2030.It will continue to be on the verge of imbalance from 2020 to 2023,and it will reach a barely coordinated state from 2024 to 2027,and it will be the primary level from 2028 to 2030.Coordination status;the degree of coupling coordination between ecological environmental protection and economic development in Hunan Province ranges from 0.543 in2020 to 0.744 in 2030.The type of coupling coordination is barely coordinated in 2020-2023,and primary coordination in 2024-2028,2029-2030 Intermediate coordination during the year;the degree of coupling coordination between ecological environment protection and economic development in Zhejiang Province has increased from 0.624 in 2020 to 0.834 in 2030,primary coordination in 2020-2024,intermediate coordination in 2025-2028,and intermediate coordination in 2029-2030 For good coordination.(4)Based on the research results,establish a strategic system to balance ecological environmental protection and economic development in the provincial territorial and spatial planning,and propose a balanced ecological system based on the coupling and balance analysis of ecological environmental protection and economic development in Gansu,Hunan,and Zhejiang provinces.Land and space planning strategies for environmental protection and economic development: Gansu Province in the fragile western region should adhere to the planning strategy of ecological foundation;Hunan Province in the central coordination area should adhere to the planning strategy of ecological industrialization;Zhejiang Province in the eastern priority area should promote ecology Modern planning strategy.And put forward feasible ways to integrate strategies: one is to integrate the planning strategies of Zhejiang Province,Hunan Province,and Gansu Province from the content and methods of my country’s provincial territorial spatial planning;the second is to learn from the balance strategy of foreign spatial planning;the third is to improve the mechanism to give it
