China is now in a period of economic structural transformation and development.However,along with the economic and cultural progress,the phenomenon of ecological environment destruction and waste caused by the insufficient utilization of various natural resources has become more and more serious,which is completely contrary to our original goal of long-term and sustainable development.Under this background,the development of a country must give priority to the construction of ecological civilization.The idea was first put forward at the 18th National Congress of the Communist Party of China,which took place in September 2012.The explanation of the concept is that we should respect nature,follow its basic laws,and at the same time protect nature.A series of important meetings such as the fifth Plenary Session of the 18th CPC Central Committee and the report of the 19th CPC National Congress have re-elaborated and emphasized this concept.Therefore,it can be seen from the repeated emphasis onthis idea that China attaches importance to this idea.So we should carefully handle the relationship between the two,so that the two coordinated development.The Yangtze River Economic Belt is a very important strategic zone in China,and at the same time,it is leading the construction of the national ecological civilization,so its status is very important.Therefore,this paper discusses the current situation of the ecological environment in this region,and estimates the implementation effect of the policy mainly studied in this paper,"The Outline of the Development Plan of the Yangtze River Economic Belt"(hereinafter referred to as the Outline),it is of great significance not only for the coordinated development of the region but also for the development of other regions..First of all,through the understanding of the current ecological environment and economic situation in the region,this paper finds that the ecological destruction and waste of related resources are very serious at the same time of economic growth in this region..Secondly,,we establish a system to measure ecological efficiency,and the calculation of this efficiency value is the applied DEA model.Then we further analyzed the ecological efficiency levels of 11 and 108 prefecture-level cities in the region between 2005 and 2018.Thirdly,according to the ecological efficiency value measured above as the explained variable,and the double-difference model is used to test the implementation effect of the "Outline" policy officially issued in September 2016,and the intermediary model is used to explore the transmission mechanism of the policy implementation process.Finally,four methods are used to test robustness.According to the above research findings:(1)One of the most comprehensive regions in China still has a lot of problems to solve.This is mainly because the problem of environmental pollution is still very serious,and the development between different regions is very uneven,and there are also major problems in the effectiveness of the industrial structure.(2)The super efficiency DEA model is used to measure the ecological efficiency of the provinces and cities in this region.As a whole,the national average is slightly below that of the region,.From the point of view of provinces and cities within the region,the ecological efficiency level is different in different regions,with a little ladder type characteristics,the provinces and cities with the highest level of ecological efficiency are those in the downstream regions This also proves the uneven development,large gap between economic and technological levels,unreasonable industrial results and other problems in the Yangtze River Economic belt.(3)Then the policy is evaluated from both provincial and prefecture-level city aspects,and this is the double difference that we apply,and it was found that the implementation of the policy had improved the ecological environment performance in this region.(4)Starting with Porter’s hypothesis,the mediating effect model of "outline" policy is constructed to identify the transmission mechanism of the policy.It is found that the "outline" policy can improve the ecological environment through technological innovation and other ways,and enhance the ecological efficiency level of cities along the Yangtze River Economic belt.According to the research conclusions of this paper,the following policy inspirations can be obtained:first,accurately locate the relationship between economic growth and ecological and environmental protection,and find out new methods for economic green development and environmental pollution reduction as far as possible.Secondly,the ecological environment of the Yangtze Economic Belt should be restored and protected according to local conditions,so as to promote the formation of green development mode and improve the ecological environment performance of the Yangtze Economic Belt..Finally,we need to further improve the relevant laws and regulations,increase the amount of relevant investment,so as to ensure the long-term development of the region.This paper has the following innovations:First,the current academic research on the "outline" policy evaluation is not enough,through the policy evaluation of environmental governance in this region,this paper provides theoretical support forthe environmental governance methods in this region.Secondly,according to the principle of efficiency measurement,this paper uses several input and output indexes to construct ecological efficiency index.Then,the efficiency value we obtained was taken as the evaluation index of this study.,At the same time,the mediating effect model is used to further study how the "outline" policy acts on ecological efficiency,which can provide more scientific basis for policy guidance.
