Analysis On The Efficiency Of Local Government Environmental Governance And Its Influencing Factors-Empirical Analysis Based On 11 Provinces In The Yangtze River Economic Belt

Since the State Council has developed the Yangtze River Economic Belt into a national strategy in 2014,the contradiction between economic development and ecological protection in the Yangtze River Economic Belt has been sharp for a long time,and the ecological environment is facing severe challenges.At the beginning of 2016,the construction of the Yangtze River Economic Belt has undergone major adjustments,and the ecological environment is in an overwhelming position.In 2019,Premier Li Keqiang pointed out in the government work report that the development of the Yangtze River Economic Belt should adhere to the coordination of the upper,middle and lower reaches,strengthen the ecological protection and restoration and comprehensive transportation system,and build a high-quality development economic belt,indicating that the current Yangtze River Economic Belt construction should pay more attention to Environmental governance.As one of the regions with the most active regional economic development in China,the Yangtze River Economic Belt has the characteristics of rapid growth and large total volume.However,along with the rapid development of the economy,the environmental pollution of the Yangtze River Economic Belt has become increasingly serious.Under such a severe environmental protection situation,how to improve the efficiency of local government environmental governance and promote the sustainable development of the Yangtze River Economic Belt is particularly important.Based on(DEA),this paper measures the environmental management efficiency of the 11 provinces and cities in the Yangtze River Economic Belt from 2012 to 2017.It is found that the environmental management efficiency of the Yangtze River Economic Belt from 2012 to 2017 is generally improving,and the eastern region is improving.Higher than the central region is higher than the western region.At the same time,this paper uses the fixed effect model to empirically analyze the influencing factors of local government environmental governance efficiency from the perspectives of economic resources,policy process and public participation.The empirical results show that:economic development level,financial resources,environmental policy,policy implementation,public Participation and education level are significantly and positively related to local environmental governance efficiency;industrial structure and environmental governance efficiency are significantly negatively correlated;fiscaldecentralization and urbanization level are not related to environmental governance efficiency.It shows that the current environmental governance of the Yangtze River Economic Belt in China presents a kind of environmental governance mechanism that is linked up and down.Finally,based on the above empirical research results,this paper proposes several policy recommendations to improve the environmental management efficiency of the Yangtze River Economic Belt,with a view to promoting the sustainable development of the Yangtze River Economic Belt.
