| With rapid economic development and continuous urbanization,rural environmental governance has lagged far behind the speed of economic development,and rural environmental problems have become more serious.The report of the Nineteenth National Congress clearly pointed out that rural garbage management is an important aspect of rural ecological civilization construction.When implementing the strategy of rural revitalization,priority should be given to the development of agricultural rural areas,and the construction of beautiful and livable villages and villages [1].The 13 th Five-Year Plan even put forward the important goal of "adhering to the overall planning of urban and rural environmental governance,increasing the intensity of rural waste management,and promoting the recycling and harmless utilization and disposal of waste".However,at present,China’s rural environmental problems are still worrying.The phenomenon of "garbage enclosing villages" has generally become a bottleneck in the construction of new rural areas.The increasingly serious rural garbage problem has affected people’s health.This article selects county-level cities and villages in order to explore the multi-participation mechanism of rural waste management and provide a reference for the better development of rural waste management in China.This article is based on the multi-centered theory of the Vincent Ostrom and the couple,using questionnaires,interviews,observations,etc.to investigate and research a number of representative rural areas in Nangong City,from the government,environmental sanitation enterprises,grassroots Mass self-government organizations(village committees),villagers and other different governance entities began to analyze the status of rural waste treatment,and proposed to establish multiple power centers in rural waste treatment to improve the efficiency of waste treatment.This paper believes that the basic conditions for the coordinated governance of multiple subjects in rural waste management in China already exist,but the role and cooperation of the various subjects are not ideal.The government needs to further play a leading role and provide strong financial and policy support.It is suitable to guide other entities such as environmental sanitation companies to participate in rural waste treatment.Enterprises must improve the quality of waste treatment services and improve the efficiency of waste treatment,and village committees must play a role of ties.To enhance initiative,villagers should take the initiative to change their concepts and consciousness so as to completely improve the rural ecological environment.This article follows the train of thought,problem analysis,and countermeasures.It consists of four parts.The first part is the theory and method preparation part,which mainly includes literature analysis and theoretical basis.The second part is to analyze the status quo and raise questions.Starting from the four main bodies of government,enterprises,village committees and villagers,find their respective problems under the coordinated governance of multi-subjects,that is,the responsibilities and responsibilities of government departments are unclear,and waste is classified.Progress is slow,village committees are weak in supervision,infrastructure is unreasonable,sanitation enterprise personnel management and technical level are backward,and villagers’ awareness is low.The third part is the cause analysis.Relying on the respective problems,the in-depth analysis of the problems one by one finds the reasons for the problems: the government level is mainly manifested in the absence of functions,that is,the lack of laws and regulations,lack of attention,and insufficient capital investment;the enterprise level It is mainly due to insufficient funds caused by imperfect market mechanisms,resulting in inadequate personnel management and low technical level;the role of village committees as a link has not been fully exerted.The fourth part is the countermeasures and suggestions.After changing the concept and constructing a multi-subjects collaborative governance structure,they put forward countermeasures and suggestions based on their respective problems and reasons,and provide a sustainable development path for waste management. |
