Research On Cooperative Governance Of Rural Eco-environment Of China

Ecological environment is an important foundation for economic and social development, thequality of the ecological environment is also directly related to human survival and health. The party’s18threport made clear that the construction of ecological civilization is closely related to the people’s welfareand the nation’s future long-term plan. Face resource constraints, environmental pollution and ecosystemdegradation grim, we must establish the ecological concept of respecting nature, conforming to nature andprotecting the natural, put the construction of ecological civilization in a prominent position and blend itinto all aspects and the whole process of the construction of economics, politics, culture and society.Because of the objective reason like each subject participating in the protecting of environmentpursuit economic interests on their own excessively, the infrastructure construction of ecological andenvironmental protection in rural lay behind, farmers’ indifference to environmental and backward habits,the effect of current environmental management system is limited and the institutional factor likegovernment-led governance model has the shortcomings of single governance body, governance meansmandatory, lack of responding, the public governance mode is not mature enough, the current situation ofChinese rural ecological environment and governance is not optimistic, the performance is the ruralagricultural production environment has been seriously damaged, rural residential areas polluted and urbanpollution transfer to country. Worsening of the rural ecological environment has seriously restricted therural and the whole society’s development, therefore, it is very urgent to find a new method for the ruralecological environment.This paper is based on the theory of governance theory and the cooperation governance; we thenapply these theories in solving Chinese rural environmental protection problems and put forwardestablishing a cooperative governance method to solve the problem of rural ecological environment.Specifically, multi-subjects cooperative governance of the rural ecological environment means with theleading role of government and the core of solving the rural environment protection problem, by effectivelyguiding enterprises, environmental protection organization, and farmers to participate, use all kinds ofmanagement tools and make best of each subject’s enthusiasm and initiative, forming the interacting governance mechanisms and cooperation to ensure the healthy development of the ecological environmentin rural areas. The realization of rural ecological environment governance needs various efforts andcooperation, this paper tries to construct the method of cooperative governance in the rural ecologicalenvironment, and provide the system resources to solve the problem of the rural environment.The construction of rural multi-subjects cooperation cooperative governance method of theecological environment has good necessity and feasibility. The Central Rural Work Conference held inDecember2013suggests that our country needs to walk towards "the new agricultural modernization roadwith Chinese characteristics", to make a "advanced production technology, a modest scale and strongmarket competitiveness, environment and sustainable" road for the first time, bring into the "ecologicalenvironmental sustainability" into the new rural construction program and raised it to the height of strategicdevelopment. The new cooperation governance method can effectively maximize the benefits of eachenvironmental body’s demands, while the government, business, environmental groups and farmers andother environmental subjects still have strong environmental enthusiasm and potential.The construction of rural multi-subjects cooperative governance method of the ecologicalenvironment needs to properly handle the relationship between the various entities. Government shouldformulate a reasonable and sensible laws, regulations and policies, updating the concept of supervision,expanding the scope of supervision; Enterprises should ensure their production behavior to meet therequirements of sustainable development, accept environmental group’s the supervision consciously andgive farmers some financial support; Environmental organizations should actively incorporate into thestructure of cooperative governance, introduce advanced production technology and managementexperience to the enterprise; farmers need to do a good job for the supervision of industrial pollutionbehavior, learning new knowledge about production and life.At the same time, the improvement of cooperative governance of rural Eco-environment requiresthe realization of equal legal status of every participant,the establishment of perfect organization chart andefficient information sharing platform,the construction of highly interlinked network. Consciously acceptsupervision from the system, while making mutual supervision among various entities within theinstitutional framework, and actively accept supervision from the network and the private sector. The construction of rural multi-subjects cooperative governance method of the ecologicalenvironment needs to strengthen public participation and pay attention to the environmental protectionorganization, the introduction of market mechanisms and take full advantage of the leading role ofgovernment. Specific measures includes transform government governance concept, establish a correctconcept of cooperation governance, strengthen government environmental performance evaluation,establish an effective administrative accountability system, strengthen the government’s environmentalmanagement system reform and innovation, develop ecological economy, advocate green consumption,promote the establishment of compensation mechanism for environmental protection, seek diversifiedfinancing, in order to solve the problem of lack of funds in rural environment governance, improve thelegal system for public participation in environmental governance, construct the system of the ruralenvironmental protection publicity and education, improving farmers’ environmental awareness, take fulladvantage of the grassroots environmental groups in education and supervision, environmental groupsshould protect the legitimate rights and interests of the public.
