Research On The Synergistic Mechanism Of The Multiple Subjects Of Municipal Solid Waste Classification

Since the last century,China’s municipal solid waste removal volume has been increasing,forming a large base,the characteristics of rapid growth,coupled with the increasingly complex types of municipal solid waste,the pollution situation is becoming more and more serious new situation,human beings are facing the problems of ecological environmental pollution and health threats.The issue of municipal solid waste has been regarded as an important environmental governance issue in the field of public affairs and has attracted wide attention.The key to solving the problem lies in the source classification of municipal solid waste.However,the implementation of municipal solid waste classification has achieved little effect for many years.The government has begun to explore new ways of household waste classification and treatment,and has put forward "government promotion","public participation" and "everyone starts to do garbage classification",which indicates that the main body of municipal solid waste classification and treatment has changed from single" to"multiple".How to realize multiple co-govemance" and promote efective waste classification management is a major problem in current practice.Chengdu S community has opened this situation through the collaboration of multiple subjects,and the efective treatment of municipal solid waste classification through the collaboration of multiple subjects is essentially a collaborative governance process.Therefore,it is necessary for us to further explore the internal logic of this treatment process in order to provide reference experience for the classification and treatment of municipal solid waste.This paper combines multiple subjects of urban living garbage classification management research,under the support of collaborative governance theory,introduced the"system Settings-drive elements-synergy motivation-result" integrated collaborative governance analysis frame,put forward the "environmental driving running mechanism,mechanism integration-output" framework,Explain the collaborative governance process of multiple subjects of municipal solid waste classification in S community.Study found that:Chengdu S community living garbage classification has its peculiar social,technical and institutional environment,S community living garbage classification synergy by environmental uncertainty,plural benefit equilibrium configuration of effective incentive and attention under the leadership of catalytic factors such as the common driver S community living garbage classification of government,market main body and the interaction of social forces began to.In this process,multiple subjects of municipal solid waste classification in S community formed principled contact,shared motivation and j oint action ability,thus forming a stable interactive relationship and structure,namely collaborative governance mechanism.However,the "mandatory" municipal solid waste classification endows the government with more assessment pressure.In order to realize the efective municipal solid waste classification and management in S community,the government departments have integrated and optimized the sub-mechanism of collaborative governance,forming three functional mechanisms:institutionalized empowerment mechanism,interest balance mechanism and cultivation and support mechanism.Thus,long-term,effective and autonomous coordinated actions are output,and efective collaborative governance of multiple subjects of municipal solid waste classification in S community is realized.From the perspective of development,this paper analyzes the problems that may be encountered in the subsequent development of municipal solid waste classification and treatment,and puts forward the corresponding solutions.City life garbage classification collaborative governance mechanism of plural operation and an integral urban living garbage classification management process,and process of urban living garbage classification management is still in the stage of development,the future will likely face life garbage is used to form,the garbage classification system is difficult to establish,coordination mechanism should be plural optimization obstacle,In addition,it is necessary to try to solve the problem by cultivating the consciousness of the subject of garbage classification,constantly improving the supporting system of garbage classification and optimizing the coordination mechanism of multiple subjects.
