Study On Construction Safety Supervision Strategy

As an important engine of economic growth,engineering construction is an effective means to maintain the long-term prosperous development of China’s economy.However,the situation of construction safety in production is not optimistic,and many large and serious accidents with heavy losses and bad effects occur frequently in many places,which directly affects the healthy development of the economy and the harmony and stability of society.Among the many factors that affect the occurrence of construction safety accidents,the effectiveness of construction safety supervision plays a vital role.The severe situation of Construction Safety in production has brought enormous pressure and challenge to the government supervision.Based on the analysis of the present situation of construction safety supervision,this paper points out that construction has the characteristics of fluidity,complexity and difficulty.The government should first clarify its own safety supervision responsibilities and carry out supervision work according to the characteristics of the construction industry to fulfill the safety supervision responsibilities.Through studying the experience of construction safety management in different countries and regions at home and abroad,this paper puts forward the mechanism of improving the efficiency of construction safety supervision by establishing and improving the legal system and supervision mechanism of construction safety management,and paying attention to the application of legal means in construction safety supervision.By analyzing typical cases,and reviewing internal management materials and construction project safety supervision and inspection materials of the XZ municipal government in recent years,studying the factors behind the occurrence of construction safety accidents,this paper points out the advantages and disadvantages of the current construction safety supervision of construction projects in XZ.On the basis of a large number of studies,this paper puts forward some improvement measures according to the actual development of construction industry in XZ.This article obtaining from the management,security and other relevant theory,on the basis of China’s national conditions and the legal framework,combined with the actual and existing experience of construction safety supervision institutions,summarizes the problems existing in the construction safety supervision and management of current construction projects.Taking XZ as an example,this paper explores reasonable and effective strategies of government supervision and management of construction safety:(1)Improving the top-level design.We will start with the legal system,supervision mechanism and work safety standardization to form a more perfect system of laws,regulations and responsibilities,and accelerate the process of work safety standardization.(2)Strengthening the construction of safety supervision institutions and supervision teams,improving the execution ability of safety supervision teams,promoting the implementation of all safety supervision policies,strengthening the frequency of law enforcement inspection at engineering sites,and eliminating safety risks.(3)Carrying out the special management of the construction market and construction site on a regular basis,strengthening the linkage of the "two sites" regulatory information,making good use of legal means and strictly enforcing the law,increasing the number of cases of illegal acts and the severity of punishment,giving full play to the punishment effect,and forming the situation that enterprises dare not violate laws and regulations.(4)Strengthening scientific and technological innovation in safety supervision,adopting diversified and intelligent supervision means for construction sites,promoting the construction of Intelligent construction sites,and promoting the transformation of government supervision and management of Construction Safety and enterprise management from civil air defense to technical air defense.(5)Expanding the functions of the government,creating a good environment for the safety of the construction,building safety experience centers using new technologies such as VR,AR and MR,carrying out experiential education,and enhancing the effectiveness of education with real cases to improve the risk awareness and prevention ability of construction engineering practitioners and eliminate the safety accidents caused by human factors from the source.
