Analysis On The Effect Of Land Use Carbon Emission And Its Decoupling Relationship With Economic Growth In Wenzhou

Abstract/Summary:
At present,the speed of global warming is accelerating.A series of ecological disasters caused by it seriously threaten human production and life.In order to curb the rapid increase of carbon emissions,countries around the world have launched a series of international cooperation.In the recent fourteenth five year plan,China clearly put forward the goal of achieving carbon peak and carbon neutralization.China has set up the image of a great power that is actively responsible in the world.As the largest developing country,China should change the previous extensive economic development model,reasonably plan the area of various land use types,increase investment in ecological construction,and coordinate the relationship between economy and carbon emissions.Therefore,we should effectively and reasonably control the growth of carbon emissions while ensuring economic development.In this paper,we select Wenzhou City as the research object,where the land use changes dramatically and the economy develops rapidly.Combined with the research results of different scholars at home and abroad on land use carbon emissions,we make full use of the land change data,energy consumption data,socio-economic data and three periods of remote sensing image data of Wenzhou City from 2009 to 2018,This paper studies the effect of land use carbon emission and its decoupling relationship with economic growth in Wenzhou City.The conclusions are as follows:(1)In 2009-2018,the area of cultivated land,woodland,grassland,water area and unused land in Wenzhou City decreased year by year,with cultivated land decreasing by1600 Hm2,woodland decreasing by 7500 hm~2,grassland decreasing by 1000 hm~2,water area decreasing by 4300 hm~2 and unused land decreasing by 200 hm~2.However,the area of construction land increased by 2000 hm~2 year by year.The land of Wenzhou City has been fully utilized since 2009.The largest proportion of each land use type is woodland,followed by water area,and the smallest proportion is unused land.Construction land is the most dynamic land in Wenzhou,accounting for 1.98%.The lowest dynamic degree of land use was cultivated land(-0.06%),followed by woodland(-0.11%).(2)The total carbon emission of Wenzhou increased from 7.45 million tons in2009 to 12.33 million tons in 2018.Taking 2017 as the cut-off point,the total carbon emissions of Wenzhou first increased and then fluctuated steadily.From 2009 to 2017,Wenzhou’s carbon emissions are in a rapid growth mode,with an annual growth rate of6.05%.From 2017 to 2018,Wenzhou’s carbon emissions are in a stable fluctuation stage.The per capita carbon emission intensity of Wenzhou has maintained an overall growth trend,from 0.90 tons/person in 2009 to 1.44 tons/person in 2018,with an average annual growth rate of 5.32%.The carbon emission intensity per unit GDP of Wenzhou shows a downward trend,from 2.8 tons/thousand yuan in 2009 to 0.20 tons/thousand yuan in 2018,with an average annual growth rate of-3.71%.The carbon footprint of agricultural land in Wenzhou decreased slowly from 181.5 thousand hm~2 in 2009 to163.7 thousand hm~2 in 2018,with a decrease of 17.8 thousand hm~2.However,the carbon footprint of construction land is increasing continuously,with an increase of73.11%in 2018 compared with 2009,and the total value of construction land reaches3.1124 million hm~2 The ecological carrying capacity of Wenzhou City is declining,and the ecological deficit is becoming more and more serious.The ecological carrying capacity of Wenzhou in 2018 decreased by 10.1 thousand hm~2 compared with that in2009,and the ecological deficit of Wenzhou in 2018 increased by 2.03 times compared with that in 2009.The amount of ecological compensation for carbon emission in Wenzhou is increasing,but its proportion in the city’s GDP is decreasing.In 2009,Wenzhou had 1.914 billion yuan of carbon emission ecological compensation,accounting for about 0.76%of the city’s GDP.By 2018,Wenzhou’s ecological compensation for carbon emissions is about 3.246 billion yuan,accounting for about0.54%of the city’s GDP.(3)Analysis of the relationship between the change of land use carbon emissions and economic growth in Wenzhou is positive and strong correlation.Then the decoupling state between land use carbon emission change and economic growth was analyzed.In 2009-2011 and In 2012-2017,the state was the coupling state of growth.At the same time,there was strong decoupling in 2011-2012 and 2017-2018,and the pseudo strong decoupling in 2011-2012 was caused by the surge of coal consumption in2011.In 2017-2018,Wenzhou’s industrial structure optimization and upgrading caused a true and strong decoupling state.Based on the above conclusions,this paper puts forward six suggestions for Wenzhou’s low-carbon development path in the future:scientific planning of carbon source land,protection of carbon sink land,optimization of the energy structure of land use,optimization of the industrial structure of construction land,improvement of the ecological compensation mechanism for carbon emissions,and strengthening of the macro-control of land policy.
