The extensive development model of our country in the past has brought about the rapid development of industrialization and urbanization,but it has also caused huge damage to the environment.With the continuous improvement of citizens’ health and environmental protection concepts,the traditional economic growth methods will inevitably bring social contradictions.When such social conflicts cannot be resolved from the root cause in a short time,they will further lead to the environmental mass incidents.In the report to the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping put forward: "Green water and green mountains are golden mountains and silver mountains." Environmental protection issues are related to the lifeblood of human survival and development.At the same time,the report of the 19th National Congress of the Communist Party of China also emphasized the importance of social stability,which guaranteed the steady progress of socialist reform with Chinese characteristics.The frequent occurrence of environmental mass incidents not only reflects the severity of China’s environmental protection problems,but also directly endangers social stability.Therefore,many scholars have begun to pay attention to the governance of environmental mass incidents.Judging from the existing research,my country’s research on environmental mass incidents started relatively late.Most scholars’ research mainly focuses on the characteristics of environmental mass incidents,their causes and control measures,and few studies have explored their influencing factors.And the micro path that promotes the evolution of events.Aiming at the gap among the existing literature,this article uses social movement theory,neighbor-avoidance conflict theory,multi-subject coordination theory and collective action theory to construct an analysis framework on the influencing factors and path combinations of mass incidents.This article selects typical environmental mass incidents from 2005 to 2016 as the research object,and adopts qualitative comparative analysis from five dimensions: the scale of participants,the degree of overall organization,action strategies,government response,and authoritative media reports.Explore the influencing factors and realization paths of the results of environmental mass incidents.The study found that:(1)In view of the effect of a single variable,the large-scale and highly organized main body of the protesters is a necessary condition for the success of the event;(2)According to the analysis of the condition combination path,this article has found three explanations that influence the success of the event Mode:government-led mode,violent resistance mode,and collective pressure mode.Among them,the government-led model means that when the protesters do not take organized violent actions and the authority of the media is not high,the government’s high response can contribute to the success of the event;the violent protest model means that when there is no authoritative media intervention,the protest The use of strong and violent methods of protest will force the government to make concessions to fulfill their demands;the collective pressure model means that when there is double pressure between the protesters and the media,the government will actively respond and make concessions to promote the goal of the appeal.(3)Among the three interpretation models,the collective pressure model has the highest interpretation strength(66.7%),followed by the government-led model(20%)and the violent protest model(13.3%);Comparing dimensional conditional variables,this article finds that violent action strategies may not be the key to the success of the event.On the contrary,large-scale rational resistance can be more successful.Based on the results of qualitative comparison and analysis,this article proposes policy recommendations for the governance of environmental mass incidents in China: First,the government must continue to promote governance modernization,and promote the improvement and improvement of governance capabilities and governance systems.For example,it is necessary to do a good job in the response mechanism of "pre-event" scientific prevention,"in-the-event" positive response,and "after-the-fact" analogy.To cope with the social contradictions that arise in environmental governance,the government must not only strengthen the construction of the ecological environment concept,but also transform its functions,improve governance capabilities and improve mechanisms,broaden the channels for citizen participation,and ensure the openness and transparency of environmental information;second,citizens must Actively participate in environmental governance.Citizens must first raise awareness of environmental protection and clarify their powers and responsibilities to supervise environmental governance.At the same time,citizens should exercise their civil rights in accordance with the law,and take reasonable and legal ways to respond to and resolve conflicts encountered in environmental governance;third,the media should do a good job of guiding and guiding public opinion and strengthening the government’s role in supervision.As a medium of information dissemination,the media has a magnifying effect on the social impact of environmental mass events that cannot be ignored.Therefore,the media needs to maintain a neutral attitude in reporting mass incidents,and must report truthfully and objectively,without prejudice and discrimination.
