Research On Influencing Factors Of Environmental Conflict

With the increasing public demand for a better environment,the frequent environmental conflicts in recent years and the risk logic behind them have attracted widespread attention from all walks of life.Based on the theoretical basis of risk society and social amplification of risks,this paper sorts out the influencing factors and growth mechanism of environmental conflicts,divides the germination process of environmental conflicts into three risk stages,and extracts core elements to form the 6conditions of "whether there is an environmental pollution incident","Whether the government response is timely and effective","Whether there is public organized behavior","Whether there is professional support","Whether there is official media voice","Whether there is a rumor phenomenon" and the outcome variable of "Environmental conflict results ".This paper selects 25 conflict cases involving waste incineration plants,PX project incidents,sewage treatment and other types of environmental problems,and uses qualitative comparative analysis to assign conditions to the cases.The research results show that the public’s organizational behavior constitutes a necessary condition to explain the violent results of environmental conflicts;the three conflict generation modes,which are composed of "rumors","lack of rationality",and "lack of government trust",have an impact on the results of conflicts.The explanation is strong.The above results indicate that public risk perception,irrational expression of demands,Internet rumors,and the lack of public trust in the government are the internal causes of environmental conflicts.In order to resolve the negative effects of environmental conflicts,strong measures need to be taken from multiple aspects.The first is to innovate the governance concept,build a government work concept of risk communication,and a concept of cooperation and mutual trust between the government and the people,and overcome the problem of psychological cognitive bias in the governance of environmental conflicts;the second is to strengthen the construction of the system,by strengthening the construction of the government information disclosure system,improve the interest appeal expression system and strengthen the environmental accountability system,and continue to strengthen the institutional guarantee for environmental conflict management;third,we must build a high-quality civil servant team,and improve the risk identification ability and public opinion guidance ability in the process of environmental conflict management by improving service awareness As well as emergency response capabilities,and continuously enhance its ability to perform due diligence;fourth,it is necessary to update governance technologies,and provide technical support for improving the governance performance of environmental conflicts through the precise supervision technology of online public opinion and the digital transformation of government information disclosure.
