An Empirical Study On The Rectification Completion Of Central Environmental Inspectors And Its Influencing Factors

In order to accelerate the construction of ecological civilization and the beautiful national strategy of China,from 2016,the central government carried out environmental protection inspection,and through the environmental inspection team to feedback the list of problems that local governments need to rectify within a time limit.While different provinces have different degrees of completion of rectification.Focusing on its influencing conditions,this study takes 28 provinces’cases(excluding Hebei,Tibet,and Hainan)as the research objects.After reviewing environmental protection inspectors and policy implementation at home and abroad,this study took up with the possible influencing conditions(economic objectives-conflicts of environmental objectives,leadership participation,economic level,social concerns and AcPruntability pressures),and the qualitative comparison analysis method is used to influence the degree of completion of environmental protection inspectors.The path is empirically analyzed,and specific analysis is carried out through typical cases,and policy recommendations are proposed based on the research conclusions.This study has two main findings.First,there is no single condition can be sufficient and necessary condition for the high degree of completion of rectification while high economic level and low conflicting between economical objects and environmental objects.Secondly,this study extracts four high-reform completion models,including an economic-driven economic-environment-friendly model(GDPCaP*SoCo*Conflict)and accountability pressure-driven economy-environmental friendly model(AcPr*Conflict*～SoCo)and single-core economic driven model(～Leadership*GDPCaP*～AcPr*～SoCo)and leader-driven environmental-economic friendly model(Leadership*～AcPr*Conflict*SoCo).Based on the above conclusions,this study proposes suggestions such as paying attention to economic development and paying attention to economic-environment coordinated development as well,adhering to the dual-level system,and ensuring resource input by government coordination for policy implementation.
