Governance Path Research From The Perspective Of Mass Environmental Incidents

Our country has made a great achievements in economic development since reform and opening-up 30 years ago. The economic output has ranked second in the world, and the living standard in some areas has reached the level of moderately developed countries. But at the same time, with improvement of the living standard, our environment is facing huge threats: the problems from the fog and haze, drinking water, and the issue of food safety are becoming challenges to the atmosphere, water and the soil. Mass incidents caused by environmental issues continue year after year, if they are not timely controlled and resolved, the "Eight public nuisance incidents" happen in the western developed countries will also visit us. At present there are many discussions about mass incidents in domestic and abroad, but there are less discussion about mass environmental incidents, even if there are some analysis, they are very shallow without touching the deep behind of the frequent environmental incidents. The counter measures are also relatively very simple. This in-depth analysis on the causes of the mass environmental incidents, combined with the administrative theory, put forward comprehensive and feasible measures, apart from the previous research mode by scholars. Starting from the environmental problems, take the industrial developed area Beilun as an example, and introducing the theory of good governance, broadening the solution and prevention on environmental group events in detailed control measures. This will be of inspiration and reference to solve such problems in other areas. The article is divided into six chapters:Chapter one is preface. This paper presents the research background and practical significance, and summarizes the existing research literature, analyzes the current situation of domestic and foreign research, based on the proposed research ideas and methods, as well as the main innovation point of the topic.Chapter two is about the mass environmental incidents and good governance concept theory. Stating the related concepts and characteristics of mass environmental incidents and the governance and good governance theory.Chapter three is about the systematic analysis on causes of mass environmental incidents, including direct cause, indirect causes and underlying causes.Chapter four is to take the industrial developed Ningbo Beilun as an example, expounds the counter measures the local government has taken in the governance of the mass environmental incidents and the achievements and existing problems.Chapter five is about the good governance path of mass environmental incidents. Combined with the author’s working experience, respectively from the goal of good governance: legality, responsiveness, efficiency, regulations, responsibility, transparency and Democracy(participation) etc. different angles proposes systematic countermeasures.Chapter six is the conclusion, the contents of the thesis are summarized statements, find the deficiencies, pointed out the direction for further study.
