Based on the advantages of resource endowments in the western region,while the economy continues to grow,problems such as excessive consumption of resources and deteriorating ecological environment have also appeared.which have seriously affected the ability of sustainable economic and social development.Therefore,how to coordinate the relationship between economic growth and resources and the environment and realize the green transformation of economic development has become an urgent problem in the economic development of the western region.Since innovation is the main driving force for the green transformation of economic development in the western region,the improvement of the efficiency of green innovation is crucial to promoting the green development of the western region.This paper measures the efficiency of green innovation in the western region and analyzes its influencing factors,which will help to promote the efficiency of green innovation in the western region and promote green development.First of all,this article clarifies that green innovation includes three connotations of innovation R&D benefits,economic benefits,and resource and environmental benefits.Based on this,it analyzes the status quo of green innovation in the western region from the perspective of input,expected output,and undesired output,and clarifies the western region.Green innovation has problems such as insufficient input,low output,low resource and environmental benefits,and unbalanced provincial development.Secondly,this paper uses the DEA-SBM method to calculate and find that the green innovation efficiency of the western region is on the rise,but there is still a certain gap with the eastern,central,northeastern and national average levels;the green innovation efficiency of the western regions is quite different,through clustering The analysis found that the high-efficiency areas of green innovation in the western region include Chongqing,Sichuan,Guizhou,Yunnan,Shaanxi,and Guangxi,and the low-efficiency areas of green innovation include Gansu,Qinghai,Ningxia,Xinjiang and Inner Mongolia.Third,this paper analyzes the influencing factors of green innovation efficiency in the western region by constructing a Tobit model.The results show that: in the overall research results of the western region,green innovation efficiency is negatively correlated with the level of economic development and government scientific and technological support.Education level,informatization level,economic openness,and environmental regulation intensity all show a significant positive correlation;in the sub-regional research results,the effect of government support for science and technology in the two regions is consistent with that of the western region as a whole,and the level of economic development is high The negative impact of efficient areas is more significant,the degree of opening to the outside world is more significant in high-efficiency areas,and the level of education and information technology has a better effect in low-efficiency areas,and the intensity of environmental regulation is in high efficiency and low efficiency.Significant influence exists in all regions,but in opposite directions,which are positive and negative respectively.Finally,based on the previous measurement results and empirical analysis,targeted policy recommendations for promoting green innovation efficiency in the western region are put forward.
