It is well-known that while promoting economic growth,traditional development models are usually accompanied by problems such as waste of resources and environmental pollution.Therefore,changing the development model has become a question worth considering.The concept of green development has been deeply rooted our hearts in recent years.At the same time,as the core of national development strategy,innovation plays an increasingly important role.Therefore,the combination of green development and innovative development is the only choice to optimize resource allocation and improve productivity.In this context of economic development,Hunan Province has been actively exploring new development models and striving to lead the development with green innovation.Therefore,studying the efficiency and influencing factors of Hunan’s green innovation will undoubtedly help us build Hunan’s ecological civilization and achieve a faster upgrade of the development model.An object of this paper is Hunan Province’s green innovation efficiency.According to the efficiency evaluation theory,the research selects indicators and constructs an evaluation index system from three perspectives of input,expected output,and undesired output.Based on super SBM model,we measure the green innovation efficiency of every cities in Hunan province.The green innovation efficiency level of each city and the gap is comprehensively compared between different regions.Moreover,the variation of green total factor productivity in each city is computed by the GML index model,and decomposes it into technical efficiency change and technical change for further analysis.In the end,we investigate the influence factor of green innovation efficiency by Tobit regression model.The main results of this empirical analysis are as follows: the overall green innovation efficiency of Hunan Province is relatively high in recent years,but there is still room for improvement,and there are large differences among cities.Except for Shaoyang,Changde,Yongzhou and Huaihua,the green total factor productivity of other citys showed an upward trend.The increase in green total factor productivity is mainly dominated by technological progress,while technical efficiency is slightly reduced.The level of economic development,industrial structure,financial support as well as the cultural level of residents can promote the efficiency of green innovation,while the level of opening up impair the efficiency of green innovation.Finally,we propose several practical approaches to strengthen green innovation.
