| Based on the superiority of resources,the western region has formed the resource-based economy.While promoting the economic and social development of the western region,the resource-based economy has also caused serious damage to the resources and environment.The problem of unsustainability has become increasingly prominent.Thus,the green development becomes the urgent demand of the western region.Because innovation can promote green development,enhancing the innovation capability has become the main path to promote green development in the western region.Based on the theories which including sustainable development theory,green development theory and innovation theory,and the research on innovation,green development and the relationship between innovation and green development at home and abroad,the paper analyzes the actuality and existing problems of innovation capacity and green development in the western region,establishes their index system,and measures their composite index.The paper analyzes the impact of innovation capability on green development with the measured comprehensive index data and Tobit model,and gets the following conclusions: firstly,innovation capability can positively promote green development;secondly,there are regional differences in promoting effects between the regions with high green development level and those with low green development level.Based on the results of measurement and empirical analysis,the paper puts forward the overall policies and targeted policies.The overall policies include strengthening the innovation consciousness,setting up a perfect intellectual property system,and creating the good market environment.The policies for the high-level region include coordinating the relationship between the government and the enterprise,and improving the utilization efficiency of the innovation resources.The policies for low-level regions include increasing investment in innovative resources,and promoting the growth and development of enterprises. |
