The promotion of the "Western Development" and "Belt and Road" brings opportunities for China’s western region to expand its opening up and create a new engine of economic growth.Industrial added value is 5.8 trillion yuan,accounting for18.6% of the national industrial added value,accounting for 27.3% of the total economic volume of the western region,the economic and social and industrial development of the western region has made remarkable achievements,but also faces the urgent transformation of the industrial structure,the low level of industrial green development and other problems.In the context of high-quality development and promoting the formation of a new pattern of western development,green development is an important guarantee for the western region to promote the construction of ecological civilization.Therefore,evaluating the efficiency of industrial green development in the western region is conducive to improving the level of industrial green development in the western region,which is of significance to the realization of industrial green development and high-quality economic development in the western region.This paper takes 11 provinces(autonomous regions and municipalities directly under the central government)in the western region except Tibet Autonomous Region as the research objects from 2011 to 2020,analyzes the current situation of industrial green development in the western region,constructs the evaluation index system of industrial green development efficiency in the western region including non-expected output,uses the super-efficiency SBM model and Malmquist index model to measure and analyze the industrial green development efficiency in the western region from both static and dynamic aspects.The efficiency of industrial green development in western region is measured and analyzed from both static and dynamic aspects by using SBM model and Malmquist index model,regional differences in industrial green development efficiency in western region are studied by using coefficient of variation and Thiel index,and finally the influencing factors of industrial green development efficiency in western region are analyzed by constructing Tobit regression model.The main findings are as follows:(1)From the static analysis results,the industrial green development efficiency in the western region from 2011 to 2020 shows a "U"-shaped trend of first decreasing and then increasing,with an average value of 0.759;(2)From the dynamic analysis results,the annual average value of Malmquist index in the western region from 2011 to 2020 Malmquist index has an annual average value of1.027,which indicates that the efficiency level of industrial green development has increased during the study period.Compared with the technical efficiency change index,the impact of the technical progress index on the change of industrial green development efficiency is more obvious;(3)From the regional differences,both the coefficient of variation and the Thiel index show a "U"-shaped trend of decreasing and then increasing from 2011 to 2020,with an overall decrease.This indicates that the regional variability in the western region has expanded slightly in recent years,and the regional differences are mainly due to the internal variability of the northwest region;(4)From the perspective of influencing factors,the level of economic development and environmental regulation have a significant positive impact on the efficiency of industrial green development in the western region,the industrial structure has a significant negative impact,and the level of technological innovation and the level of openness to the outside world have insignificant positive and negative impacts,respectively.Based on the above findings,this paper proposes countermeasures to improve the efficiency of industrial green development in the western region from four aspects:optimizing regional industrial structure,improving environmental regulation policies,expanding the degree of opening up to the outside world and improving scientific and technological innovation capacity.
