| With the rapid development of my country’s economy and the continuous advancement of industrialization,the demand and consumption of resources in all walks of life are increasing,and environmental problems have become increasingly prominent.The Yangtze River Economic Belt is an important economic belt in the region along the Yangtze River in my country,which is vital to the overall development of my country.However,the high-intensity development and unreasonable use of environmental resources over the years have severely damaged the ecology,environment,and species diversity of the Yangtze River Economic Zone.Pollution problems in some areas have become very prominent and have become a constraint on the Yangtze River.As the bottleneck of the economic belt development,it is imperative to improve the efficiency of regional environmental governance in the Yangtze River Economic Belt.Strengthening the environmental protection and pollution control of the Yangtze River Economic Zone is of great practical significance for realizing the long-term and stable development of the Yangtze River Economic Zone.Therefore,to study the environmental governance of the Yangtze River Economic Zone,evaluate its governance effectiveness over the years,and try to find the key factors that affect the environmental governance effect,is very important to achieve the long-term stability and stable development of the Yangtze River Economic Zone,and it can also help the provinces.The city’s environmental governance provides reference recommendations.From the perspective of sustainable development theory and regional coordinated development theory,this paper draws on the index system established by previous scholars when evaluating China’s provincial environmental governance and related foreign model frameworks,combined with the main problems currently facing the Yangtze River Economic Belt,and established the Yangtze River The regional environmental governance performance evaluation index system of the economic belt uses principal component analysis to evaluate the environmental conditions of 11 provinces and cities in the Yangtze River Economic Belt from 2011 to 2018.The evaluation results show that the overall environmental governance performance of the Yangtze River Economic Belt shows an upward trend.From the perspective of the middle and lower reaches of the region and the provinces and cities,the change trend of environmental governance performance is consistent with the overall change trend.From the horizontal analysis of environmental governance performance in 2018,it can be found that the environmental governance effect in the lower reaches of the Yangtze River is relatively good,the performance in the middle reaches is average,and the performance in the upstream areas is poor;and the top three comprehensive environmental governance performances are Shanghai,Jiangsu,and Zhejiang.The three provinces and cities are located in the lower reaches of the Yangtze River,and the bottom three are Sichuan,Guizhou and Yunnan,all of which are in the upper reaches of the Yangtze River.In order to study the influencing factors of environmental governance performance,this paper takes the environmental governance performance score obtained from the evaluation as the explanatory variable of the influencing factor analysis,and the economic development level(EDL),industrialization level(IDL),technological development level(TDL),urbanization The level(UL)and the level of openness(OL)are used as explanatory variables,and then a panel data regression model is constructed for comparison and analysis to find the model with the best fitting effect,and finally the individual fixed effects model is used as the main influencing factor of this exploration model.The results show that the environmental governance performance is significantly related to the level of economic development,industrialization,urbanization,and opening to the outside world,but the correlation with the level of technological development is not significant;among all the significant factors,the level of economic development and opening to the outside world There is a positive correlation between the level and environmental governance performance,and there is a negative correlation between the level of industrialization and the level of urbanization.Finally,based on the above research results and other related studies,policy recommendations to improve the performance of regional environmental governance in the Yangtze River Economic Zone are put forward:(1)Improve regional GDP per capita and promote high-quality economic development;(2)Strengthen management innovation and green transformation of the secondary industry;(3)Solve The problems existing in urbanization construction will promote the construction of new-type urbanization;(4)Strengthen foreign exchanges and cooperation,and attach importance to theoretical research on environmental governance. |
