Research On Coordinated Management Of Ecological Environment In The Yangtze River Economic Zone

Relying on the Yangtze River Basin,one of the cradles of Chinese culture,the Yangtze River Economic Belt has superior natural endowments and is known as the"Golden Waterway".It has been a beautiful and livable place since ancient times.However,high-density human activities and economic activities have also led to a high ecological load on the Yangtze River.The contradictory relationship between economic development and environmental protection has even attracted the attention of national leaders.In 2005,General Secretary Xi Jinping made a plan to be ahead of development when he visited Huzhou in 2005.In 2014,he proposed to build it into a green ecological corridor.In 2016,he once again emphasized the importance and necessity of ecological restoration in the construction of the Yangtze River Economic Belt,and it provided guidance for subsequent governance.In the process of watershed ecological environment governance,cross-regional ecological issues are the tricky part,because watershed environmental governance has the characteristics of cross-regional governance objects,multiple governance entities,and networked governance models.The problem of ecological environment governance cannot be effectively solved by a single local government alone.The collaborative governance of multiple governments,multiple departments and multiple entities has become a consensus.The Party Central Committee,the State Council,local governments in the Yangtze River Economic Zone,and academic scholars has also conducted a lot of research and exploration in the management of the ecological environment of the river basin.However,we still have to face up to the real dilemma that the ecological environment of the Yangtze River Economic Zone is still severe.The establishment of a coordinated governance mechanism for the ecological environment of the river basin is a necessary way to solve new situations and new problems such as the transfer of polluting industries to the middle and upper reaches.Based on the theory of synergy theory,network governance theory,and institutional collective action theory,this dissertation builds a coordinated governance mechanism for the ecological environment of the Yangtze River Economic Belt with the background of the two national strategies of regional coordinated development and the construction of the Yangtze River Economic Belt.It also describes the current situation of coordinated governance of the ecological environment in the Yangtze River Economic Belt,summarizes and sorts out the outstanding problems reflected in the construction of the mechanism.The root of these problems is mainly restricted by traditional bureaucratic forms,lack of motivation for intergovernmental cooperation,and citizens and market entities.It is difficult to participate in environmental governance.There are some rich governance experiences in river basin governance at home and abroad that can be used for reference in the Yangtze River Economic Belt.The successful experience of the Thames River Basin and Tennessee River Basin abroad mainly lies in the establishment of independent river basin institutions,promotion of cooperation between multiple entities,introduction of market mechanisms,and improvement of relevant laws and regulations.The domestic experience in the Taihu Lake Basin reflects the importance of market mechanisms and public-private cooperation.The Hongze Lake Basin has provided us with the lessons of failure from the negative side,and provided a reference for departmental cooperation and ecological compensation mechanisms.Based on this,this dissertation puts forward countermeasures and suggestions on how to further standardize and improve the coordinated management of the ecological environment in the Yangtze River Economic Zone:The first is to strengthen the organization and management of the ecological environment in the Yangtze River Economic Belt,strengthen the construction of coordinated governance and management institutions,set up an "Eco-Environmental Collaborative Governance Committee" under the "leading group",and establish a multi-subject negotiation mechanism to deepen citizen peace Participation of civil organizations;The second is to establish a green development-oriented performance evaluation system,a sound ecological compensation mechanism,and the introduction of a market mechanism in the construction of an interest coordination mechanism in the coordinated governance of the ecological environment of the Yangtze River Economic Zone;The third is to improve the legal system for coordinated governance of the river basin environment and build a responsibility control mechanism for ecological environment governance in the construction of a system guarantee mechanism for the coordinated governance of the ecological environment in the Yangtze River Economic Zone;The fourth is to build a communication mechanism in the coordinated governance of the ecological environment of the Yangtze River Economic Zone.Big data technology must be used to build a data center,so as to establish a unified information sharing platform and improve a joint prevention and control mechanism.The innovations of this dissertation are as follows.First,on the basis of collaborative governance theory,network governance theory,and institutional collective action theory,this dissertation constructs a relatively complete system from the four dimensions of organization management,interest coordination,system guarantee,and communication.The internal mechanism of coordinated environmental governance in the Yangtze River Economic Zone.Previous studies on collaborative governance of the ecological environment of river basins have been based on the analysis and research of a single mechanism such as data text relevance,laws and regulations,and lack of a holistic study.This dissertation changes the previous single governance perspective and builds a relatively complete internal mechanism from the perspective of overall governance.Secondly,this dissertation is based on the actual conditions of the Yangtze River Economic Belt and combines multiple governance entities such as government,citizens,enterprises,and non-governmental organizations,from the aspects of intergovernmental cooperation,diversified governance,and government-enterprise cooperation,it puts forward multi-dimensional,pertinent,and highly operable policy recommendations,which has changed the research situation of the relatively narrow governance subject in the previous research on the collaborative governance of the domain ecological environment.At the river basin level,especially for the trans-regional super-large river basins such as the Yangtze River economy,it is necessary to combine multiple governance bodies to consider,and cannot be simply limited to the role of the government.
