A Study On The Implementation Issue Of The “Toilet Revolution” Policy In D City,Hebei Province

Since 2016,the "Toilet Revolution" has been carried out nationwide,with a focus on the renovation of tourist toilets,which has significantly improved the sanitary environment of tourist toilets across the country.In 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Five Year Action Plan for Improving Rural Residential Environment(2021-2025)",which clearly pointed out the gradual promotion of sanitary toilets in rural areas,effectively improving the quality of toilet renovation,and achieving harmless treatment and resource utilization of toilet manure.The top-level design of the country’s "toilet revolution" in rural areas provides strategic guidance for grassroots units to continue to carry out the "toilet revolution" work in rural areas.According to the spirit of national,provincial,and municipal documents,the D city government has carried out practical work on the application of the "toilet revolution" in rural areas.Policy implementation,as the process of transforming policy content into reality,plays a crucial role in policy activities and their lifecycle.D city actively promotes the renovation of rural toilets,and the renovation of rural toilets has achieved certain results,further improving the construction of rural infrastructure,improving the living environment in rural areas,enhancing the overall hygiene level of the city,and enhancing the satisfaction of rural residents.However,there is still a significant gap in the transformation of rural toilets in D city,and there are still some problems in the transformation of rural toilets.Therefore,D city should adhere to promoting the transformation of rural toilets as a key work.This study comprehensively adopts interview and questionnaire survey methods to study the implementation of the rural "toilet revolution" policy from the perspective of policy implementation.Firstly,this article outlines the current situation of the implementation of toilet renovation policies in D city.Based on the data from questionnaire surveys and interviews,it analyzes the achievements made in the implementation process of the rural "toilet revolution" policy in D city,including the increase in the popularity of rural toilet renovation and the gradual improvement of rural environmental sanitation facilities,The living environment in rural areas has improved,and there are problems in the implementation of the "Toilet Revolution" policy in D city’s rural areas,including the small scale of toilet renovation funds,superficial publicity and guidance,the need to improve the quality of toilet renovation,and generally low management and protection levels.Secondly,the Smith policy execution process model was used to analyze the reasons for the problems.In the 1970 s,Smith constructed his policy execution model from the perspective of policy execution process and influencing factors,evolving the influencing factors into idealized policies,execution agencies,target groups,and policy environments,providing ideas for exploring the implementation process of toilet renovation policies.Based on the Smith policy implementation process model,this paper analyzes the factors affecting the implementation process of the toilet reform policy in D city,including idealized policies,implementing agencies,target groups,and policy environment.It can find problems in the implementation of the toilet reform policy,problems in the toilet reform policy plan itself,insufficient pressure and endogenous power of grassroots work,and insufficient awareness and ability of rural people to participate,The cooperation mechanism between the government and social capital is not sound.Finally,based on the actual situation of D city,propose improvement strategies for the implementation of the "toilet revolution" policy in rural areas of D city.One reason is that policy formulation deviates from goals and reality,resulting in a small scale of funds for rural toilet renovation.The government has increased financial support,expanded funding channels,and tilted more policy funds towards the construction and later maintenance of rural toilet renovation.Secondly,due to the pressure of grassroots work and the lack of attention paid to the publicity work of rural residents,the government should improve the publicity methods and enrich the publicity content.Thirdly,the participation of rural residents can effectively improve the quality of rural toilet renovation.The government should strengthen quality management,improve acceptance mechanisms,improve service quality,and promote the improvement of toilet renovation quality.Fourthly,due to the imperfect cooperation mechanism between the government and social capital,the level of rural toilet renovation and maintenance is generally not high.The government should strengthen the training of maintenance personnel and improve the management and maintenance system.This article aims to analyze the implementation issue of the "Toilet Revolution" policy in rural areas of D city,further improve the level of rural environmental sanitation,promote the improvement of rural living environment,and further promote the strategic project of rural revitalization.It provides a certain reference for the implementation of the "Toilet Revolution" policy in similar city level areas in rural areas.
