Research On Policy Implementation Of Urban Waste Classification Policy In YongNing Based On Smith Model

With the development of economy and society,environmental hazards such as urban residents’domestic garbage have become increasingly prominent,and garbage classification has become a restrictive factor for the development of new urbanization.The CPC Central Committee and the State Council have made important arrangements for waste sorting for many times.General Secretary once pointed out that "the universal implementation of the garbage sorting system is related to the improvement of the living environment of more than 1.3 billion people".In recent years,China has accelerated the garbage classification system,and the garbage classification work in all provinces and cities in China has been gradually started from point to point Garbage classification has become a necessary move to improve urban and rural environment,promote resource recycling and accelerate the construction of a resource-saving and environment-friendly society.Yinchuan,Ningxia,as the capital city of Northwest China,is also one of the 46 pilot projects of waste sorting,and the results are beginning to show.However,Yongning County,which belongs to Yinchuan,is the first demonstration county in China to carry out rural domestic garbage classification and resource utilization,and there are still many problems in the promotion of garbage classification.In order to effectively promote the process of ecological civilization and build a beautiful new Yongning,we should take the "people’s livelihood" project of garbage classification as a breakthrough,focus on reducing pollution from the source,preventing pollution,improving the living environment and actively promoting green and sustainable development.This paper attempts to base on the field of public policy implementation,based on Smith policy implementation model,the model of "four factors",namely idealized policy,executive agencies,target groups,policy environment as the analysis framework of this study,by summarizing the domestic and foreign literature related to garbage classification policy and the actual work of garbage classification in Yongning County,the paper formulates a questionnaire on satisfaction of garbage classification implementation status and an interview outline for policy subjects and target people.Therefore,this paper analyzes the implementation of waste classification policy in Yongning County in recent years and the specific problems faced in the implementation process,and tries to put forward effective policy suggestions,so as to promote the domestic waste classification system to achieve good results and help the county environmental public policy to create a good atmosphere.
